LOCATION OF POSITION

This position is within the Department of General Services, MD Capitol Police (DGS-MCP) located at 29 St. Johns Street, Annapolis, Maryland.

Main Purpose of Job

This is an emergency essential classification subject to emergency release procedures. Employees in this classification must be willing and available for duty at such hours, day or night and are required to remain or report for duty at such hours as needed to maintain the continuous operation of this agency.

The main purpose of this position is to provide the full performance level of communications work within DGS-MCP.  This will be accomplished by operating the Computer Assisted Dispatch/Records Management System and multi-channel police radio equipment.

POSITION DUTIES

Police Communications Operator II is the full performance level of communications work in a law enforcement operation. Employees in this classification provide services to law enforcement and other authorized agencies through the operation of computer terminals and multi-channel police radio equipment.

Duties for this position include but are not limited to:

- Must remain calm, respond appropriately, communicate clearly and precisely in emergency situations and remain professional when dealing with employees, contractors, visitors, and the general public.

- Responsible for maintaining shift reports, NCIC, MILES log and other paperwork required.  

- Operate NCIC/MILES terminal and provide requested information in a timely manner.  

- Monitor intrusion alarms, fire alarms, parking lot access control, and respond appropriately.  

- Monitor security cameras for criminal or suspicious activity and dispatch appropriate personnel.  

- Receive, direct and handle all telephone communications coming into the Police Communications Center. Information must be recorded accurately within the CAD/RMS.  

- Receive and transmit information via multi-channel radio. Information must be recorded accurately within the CAD/RMS.

MINIMUM QUALIFICATIONS

Education: Graduation from a standard high school or possession of a State high school equivalence certificate.

Experience: One year of experience operating multi-channel radios, keyboards or computer terminals in a law enforcement or related operation.

Note: Candidates may substitute U.S. Armed Forces military service experience as a non-commissioned officer in Operations Specialist classifications or Signal Corps, Cyberspace Support, or Communications specialty codes in the communications field of work on a year-for-year basis for the required experience.           

DESIRED OR PREFERRED QUALIFICATIONS

Applicants with at least one year of dispatching experience in a 911 (police/emergency) services environment utilizing a CAD (computer aided dispatch) system and radio communications console are desired.

Applicants with previous Maryland State National Crime Information Center (NCIC) CN2 certification and at least one year of experience utilizing Maryland Electronic Telecommunications Enforcement Resource (METERS); National Crime Information Center (NCIC); and/or National Law Enforcement Telecommunications Services (NLETS) to obtain, update, disseminate and accurately transmit information within the Department and to other law enforcement and criminal justice agencies is preferred.

LIMITATIONS ON SELECTION

This recruitment is limited to applicants willing to accept employment in Anne Arundel County, Maryland.

EXAMINATION PROCESS

The examination will consist of a rating of your education, training and experience related to the requirements of the position.  Successful candidates will be placed on the employment eligibility list categorized as BEST QUALIFIED, BETTER QUALIFIED, or QUALIFIED.  The eligibility list will be valid for one year and may be extended.  The list will be used by the hiring agency to select employees.

Eligible lists may be used to fill future vacancies of the same classification.

You MUST possess the minimum qualifications before you may be selected for a State job – Verification will be completed by the appointing authority.  If you are scheduled to complete an educational or licensing requirement within six months of the examination, you may participate in the examination process.  Permanent State employees may also complete necessary experience requirements within six months of the date of an examination.  Credit is given for relevant part-time, temporary or volunteer experience based on the number of hours worked per week.  You must include on your application the time spent on such activity.  You must be legally authorized under the United States Immigration Reform and Control Act to be hired in the position for which you apply.

BARGAINING UNIT STATUS

The incumbent in this position is a member of a covered bargaining unit and will be required to pay a bi-weekly service fee to the exclusive representative of the bargaining unit.
