Introduction

The MD Office of Administrative Hearings (OAH) is recruiting to fill the position of Management Associate in the OAH Administration Unit.

This is an Internal Recruitment, and is open only to CURRENT EMPLOYEES of OAH.

LOCATION OF POSITION

Position is located in Hunt Valley, MD

Main Purpose of Job

This position provides administrative and secretarial support for the Director of Finance and Administration and for the directors under his supervision (Personnel, Finance and Office Services). It also is responsible for managing the State vehicle fleet assigned to OAH. Duties require the exercise of independent judgment in decision making and handling problems as they arise.

POSITION DUTIES

- Makes and receives telephone calls related to unit business; screens calls and visitors and makes appointments;

- Drafts routine and complex agency correspondence  including settlement agreements, letters, memos; proofreads outgoing correspondence and reviews records for completeness and accuracy;

- Receives and processes requests for State vehicles, arranges maintenance and repairs of vehicles, prepares and submits monthly fleet management reports, prepares annual budget estimate for State vehicles, prepares requests and purchase orders to replace motor vehicles, obtains estimates of damage to vehicles involved in accidents and processes the accident report;

-Investigates problems relative to hearing requests and forwards to the appropriate unit or section to be addressed;

- Interacts with attorneys and appellants regarding hearing requests and payment of fees;

- Prepares and forwards incomplete and untimely letters to appropriate authority for signature;

- Uses QuickBooks to enter information for receipt of checks and cash and to compile mileage reports for vehicles usage.

MINIMUM QUALIFICATIONS

Education: Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Five years performing secretarial work or clerical work involving typing duties.

Notes:

1. Additional secretarial or clerical experience may be substituted on a year-for-year basis for the required education.

2. Thirty credit hours with a major in secretarial science or office technology from an accredited college may be substituted  at the rate of thirty credits for one year of experience for up to two years of the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a non-commissioned officer in Administration or Personnel Specialist classifications or Administrative, Clerical, or Office Services specialty codes in the Special Assistant or Secretarial fields of work on a year-for-year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

The ideal candidate will possess:

  • the ability and desire to learn and perform non-traditional secretarial tasks;
  • typing skill of at least 40 wpm;
  • excellent written and oral communication skills;
  • the ability to work independently and exercise appropriate judgment in problem solving;
  • the ability to multi-task while still accurately prioritizing work.

LIMITATIONS ON SELECTION

This recruitment is limited to current employees of the Office of Administrative Hearings.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

The selected individual must possess a driver's license valid in the State of Maryland (for Fleet related duties).

SPECIAL REQUIREMENTS

Demonstrated ability to accurately type on a keyboard of a personal computer at a minimum of forty words per minute may be required, depending on the specific requirements of the position.
