Main Purpose of Job

This position is responsible for managing the operations of the Maryland Sex Offender Registry Unit. This includes ensuring that the staff adheres to the established policies, procedures, rules and regulations necessary to be effective and efficient in the operation of the Sex Offender Registry Unit. This position is responsible for developing, recommending and implementing performances standards, policies and procedures for the Sex Offender Registry Unit. This position is the liaison between the Criminal Justice Information System- Central Repository (CJIS-CR) and external agencies (Law Enforcement, Circuit and District courts, States Attorneys, Division of Parole and Probation, Division of Correction and the Federal Bureau of Investigation) related to Sex Offender and Sex Offender Registry matters. This position is also responsible for managing and tracking grant funding, sex offender registration, re-registration, notification and education.

POSITION DUTIES

Providing administration of the Maryland Sex Offender Registry, division wide data management, criminal history record information; compliance with DPSCS/ITCD standards, executive orders, legislation, federal and State regulations, court orders, and consent decrees related to sex offenders and the Maryland Sex Offender Registry. 

Work with the CJIS-CR by assisting with or drafting legislation and  regulations, analyzing performance data, reviewing work standards, producing reports, and investigating complaints related to sex offenders and the Maryland Sex Offender Registry. 

Developing and implementing operational and administrative practices and procedures, organizational structure, staff workload, personnel allocation and distribution with economical and efficient use of budgeted resources for the Sex Offender Registry.

Perform other related duties.

MINIMUM QUALIFICATIONS

Education: A Bachelor's degree from an accredited college or university.

Experience: Five years of experience in administrative staff or professional work. One year of this experience must have involved one or more of the following: the supervision of other employees, overseeing and coordinating the general operations of a unit, applying rules and regulations, or exercising responsibility for the development of policies or procedures.

Notes:

1. Additional experience in administrative staff or professional work may be substituted on a year-for-year basis for the required education.

2. Additional graduate level education at an accredited college or university may be substituted at the rate of 30 semester credit hours on a year-for-year basis for the required general experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for-year basis for the required education and experience.

SELECTIVE QUALIFICATIONS

The successful candidate must have one of the required five years of experience with drafting legislation or regulations, policies and procedures.

DESIRED OR PREFERRED QUALIFICATIONS

The following qualifications are preferred, not required:

Experience with the judiciary system.

Experience managing and tracking grants.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.

BARGAINING UNIT STATUS

The incumbent in this position is a member of a covered bargaining unit and will be required to pay a bi-weekly service fee to the exclusive representative of the bargaining unit.
