Introduction

The Coordinating Offices, Legislative & Intergovernmental Affairs is recruiting for an Administrator III.  This is a position specific recruitment for the Maryland Department of the Environment.  This recruitment will be used to fill current and future vacancies for this position/function only.  The resulting cert list will be maintained for one year.  Persons interested in future vacancies within this classification must re-apply.

Main Purpose of Job

This position serves as an Administrator III in the Office of Legislative & Intergovernmental Relations for the Maryland Department of the Environment. The incumbent is one of the primary staff members responsible for the Department's legislative and policy activities and intergovernmental relations, as well as the Department's federal legislative activities. The incumbent assists with state legislative issues during the 90 days legislative session. The incumbent is responsible for special projects and assignments for environmental policy review. The position reports to the Director of Legislative & Intergovernmental Relations and is responsible for a broad range of responsibilities. These responsibilities require a great deal of independent judgment. Additionally, the incumbent is privy to sensitive and confidential information and must exercise discretion.

MINIMUM QUALIFICATIONS

Education: A Bachelor's degree from an accredited college or university.

Experience: Five years of experience in administrative staff or professional work. One year of this experience must have involved one or more of the following: the supervision of other employees, overseeing and coordinating the general operations of a unit, applying rules and regulations, or exercising responsibility for the development of policies or procedures.

Notes:

1. Additional experience in administrative staff or professional work may be substituted on a year-for-year basis for the required education.

2. Additional graduate level education at an accredited college or university may be substituted at the rate of 30 semester credit hours on a year-for-year basis for the required general experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for-year basis for the required education and experience.

DESIRED OR PREFERRED QUALIFICATIONS

It is preferred that the selected candidate has the following:

  • Bachelor’s degree in any of the following disciplines: Environmentally related degree, political science, communications or a similar type field;
  • Experience developing and revising State/Federal policies and position statements; 
  • Experience analyzing State/federal environmental issues;
  • Exposure and/or experience participating with regulatory or legislative workgroups and committees concerning environmental issues; 
  • Experience testifying before State or federal legislative entities; 
  • Experience involving short/long term special projects that involve strict confidentiality; 
  • Public speaking experience; 
  • Experience writing effectively.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.

SELECTION PROCESS

EXAMINATION PROCESS

Your application is part of the examination process.  The assessment will be a rating of your education, training and experience related to the requirements of this position.  Therefore, it is important that you provide complete and accurate educational and employment information on your application.  Successful candidates will be ranked as Best, Better or Qualified and placed on the cert list for at least one year. This list will be used by the hiring agency to select employees.  Education credentials and experience verification will be completed by the Appointing Authority.  If you are scheduled to complete an education or licensing requirement within six months of the examination, you may participate in the examination process, if one is required.  Please note that you will be required by the appointing agency to provide proof upon hire of all certifications, licenses, educational and work experiences.  

The MD Department of the Environment does not sponsor individuals in the application of the H-1B Visa.  All applicants must be legally authorized to work in the United States under the Immigration and Reform Control Act.  You must be legally authorized and possess any necessary documents under this Act in order to be hired in the position for which you apply.  For education obtained outside the U.S., you will be required to provide proof of the equivalent American education as determined by a foreign credential evaluation service.

BARGAINING UNIT STATUS

The incumbent in this position is a member of a covered bargaining unit and will be required to pay a bi-weekly service fee to the exclusive representative of the bargaining unit.
