Main Purpose of Job

The main purpose of this position is to support the Executive Director and Deputy Director, Office of Equal Opportunity, by serving as the Title VI and Equal Opportunity (EO) Training Manager responsible for directing, planning, developing, implementing, and coordinating the Title VI program across the Department and the training needs of the Department relating to equal opportunity, affirmative action, sexual harassment, the American with Disabilities Act and the Title VI. This positions main function is to oversee the Title VI, which includes Limited English Proficiency (LEP) and EO Training Program at Department of Public Safety and Correctional Services (DPSCS). This position will also supervisor the Title VI Assistant.

POSITION DUTIES

Lead the Title VI Liaison Team

Develop Strategies to address Title VI issues

Ensure compliance with Federal Title VI regulations

Develop the Bi-Annual Title VI Report

Develop all policies and procedures relating to Title VI to be implemented State-wide

Providing technical assistance to managers

Ensuring all vital documents are translated into other languages as required, and coordinates state-wide translation contract

Determine training needs of the Department

Coordinate all training classes with facilities across the State

Develop and partner with PCTC to schedule and conduct EEO/ADA related training for (DPSCS) employees

Coordinate with outside resources to present training as required

Develop training programs and present as requested

MINIMUM QUALIFICATIONS

Education: A Bachelor's degree from an accredited college or university.

Experience: Five years of experience in administrative staff or professional work. One year of this experience must have involved one or more of the following: the supervision of other employees, overseeing and coordinating the general operations of a unit, applying rules and regulations, or exercising responsibility for the development of policies or procedures.

Notes:

1. Additional experience in administrative staff or professional work may be substituted on a year-for-year basis for the required education.

2. Additional graduate level education at an accredited college or university may be substituted at the rate of 30 semester credit hours on a year to year basis for the required general experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year to year basis for the required education and experience.

SELECTIVE QUALIFICATIONS

The successful candidate must have two years experience in the field of Civil Rights with a background in Title VI, Title VII, complaint investigation, Limited English Proficiency, Americans with Disabilities Act and/or Affirmative Action.   

DESIRED OR PREFERRED QUALIFICATIONS

Experience in computer systems such as:  MS Word, Power Point, Access and Excel.

Developing and delivering EEO Training.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
