Introduction

The Maryland Office of Administrative Hearings (OAH) in Hunt Valley is seeking applicants for a part-time position of Staff Attorney in our Office of Quality Assurance. Selected individual will work a flexible schedule averaging 20 hours per week, providing legal support to the over 50 Administrative Law Judges engaged in hearing and deciding cases referred to OAH by over 30 State agencies.  The above listed salary range is based on a full-time position; salary will be pro-rated in accordance with the part-time schedule and may be negotiable commensurate with your experience.

Main Purpose of Job

The incumbent serves under the Director and Deputy Director of Quality Assurance, working to ensure that the quality of the judicial work product conforms to the professional standards and meets all statutory and regulatory requirements. Assists the processes of complex legal research and analysis, decision writing, review of judicial work product, maintenance of statutory, regulatory and policy changes in substantive hearing areas, paralegal supervision, legislative support, evaluation of Administrative Law Judges, and library support.

POSITION DUTIES

Duties include:

  • conducting legal research in numerous areas of substantive and procedural law to assist Administrative Law Judges (ALJs) in their adjudicative functions;
  • analysis of complex legal issues and drafting of memoranda of law for use by ALJs;
  • assist the Director of Operations with review and analysis of proposed legislation;
  • provide one on one assistance to lesser skills ALJs for improving their skills in issue identification, legal research, legal analysis, and writing;
  • participate in the development and delivery of ALJ training;
  • ensure that bench manuals of various case types are prepared, maintained, current and correct.

MINIMUM QUALIFICATIONS

Education: A Bachelor's degree from an accredited college or university.

Experience: Five years of experience in administrative staff or professional work. One year of this experience must have involved one or more of the following: the supervision of other employees, overseeing and coordinating the general operations of a unit, applying rules and regulations, or exercising responsibility for the development of policies or procedures.

Notes:

1. Additional experience in administrative staff or professional work may be substituted on a year-for-year basis for the required education.

2. Additional graduate level education at an accredited college or university may be substituted at the rate of 30 semester credit hours on a year to year basis for the required general experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year to year basis for the required education and experience.

Two years of the above required experience must be in performing administrative staff or professional work in a law office or legal setting.

DESIRED OR PREFERRED QUALIFICATIONS

Strong preference will be given to applicants who possess the following.  Include clear and specific information on your application regarding the qualification(s).

A Juris Doctor or equivalent from a law school and current Good Standing in the Maryland Bar.

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
