Main Purpose of Job

The Administrator III will serve as a Deputy Director of Procurement. The incumbent will manage and provide oversight to the day to day operations of the Procurement Unit in the areas of contract processes, procurement processes and quality/productivity. The incumbent will ensure the Department's compliance with Maryland State government law and COMAR Title 21. The incumbent will compose, edit, and review technical and non-technical deliverables that are clear, concise, and grammatically sound. The position provides direct staff supervision and training to procurement staff and stakeholders.

POSITION DUTIES

The Administrator III-Deputy Director of Procurement will ensure that state law and COMAR 21 are adhered to in all procurement activities.  The incumbent will oversee the technical writing and editing of procurement documents to ensure that the Department is in compliance with COMAR Title 21. The incumbent will ensure and oversee the timely completion of procurement projects, compliance of established procurement guides and relevancy and accurate and timely collection of procurement and contracting data.  The position will examine and review requests for proposals and bid documents received and generate procurement documents in a timely manner to obtain new vendor or maintain vendor services. The incumbent will issue guidelines and instructions and provide training to procurement staff and stakeholders on the appropriate procedures and latest regulatory and policy requirements governing procurement and contracting activities. The highly preferred candidate will possess technical procurement writing experience.

MINIMUM QUALIFICATIONS

Education: A Bachelor's degree from an accredited college or university.

Experience: Five years of experience in administrative staff or professional work. One year of this experience must have involved one or more of the following: the supervision of other employees, overseeing and coordinating the general operations of a unit, applying rules and regulations, or exercising responsibility for the development of policies or procedures.

Notes:

1. Additional experience in administrative staff or professional work may be substituted on a year-for-year basis for the required education.

2. Additional graduate level education at an accredited college or university may be substituted at the rate of 30 semester credit hours on a year to year basis for the required general experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year to year basis for the required education and experience.

SELECTIVE QUALIFICATIONS

Of the required five years general experience two years must be experience in procurement and/or contract management to include writing comprehensive technical documents.

DESIRED OR PREFERRED QUALIFICATIONS

More than three years years experience writing clear and concise technical documents such as specifications, user guides, user manuals related to procurement efforts.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
