LOCATION OF POSITION

The Department of Housing and Community Development's Headquarters Office is located in Prince George's County at the New Carrolton Metro stop.

POSITION DUTIES

The Senior Financial Analyst assists the Finance Operations Manager by overseeing the TBA Mortgage Backed Security program ensuring proper exchange of cash flows, implementing quality control standards and acting as a project lead coordinating multiple external parties to ensure accurate investor pool information. Duties include maintaining investor and loan databases for investment portfolio and demographic reporting; developing, analyzing and presenting reports regarding the Division of Community Development Administration’s debt, bond programs and financial strength to management, investors, government officials and rating agencies; and preparing monthly, quarterly and annual investment reports adhering to various disclosure requirements of Securities and Exchange Commission (SEC), National Counsel of State Housing Agencies (NCSHA) and Generally Accepted Accounting Principals (GAAP).   

MINIMUM QUALIFICATIONS

Education: A Bachelor's degree from an accredited college or university.

Experience: Five years of experience in administrative staff or professional work. One year of this experience must have involved one or more of the following: the supervision of other employees, overseeing and coordinating the general operations of a unit, applying rules and regulations, or exercising responsibility for the development of policies or procedures.

Notes:

1. Additional experience in administrative staff or professional work may be substituted on a year-for-year basis for the required education.

2. Additional graduate level education at an accredited college or university may be substituted at the rate of 30 semester credit hours on a year to year basis for the required general experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year to year basis for the required education and experience.

SELECTIVE QUALIFICATIONS

Selective qualifications are REQUIRED criteria that must be met to be considered for this position.

One Year of Financial Statement Analysis experience is required.

DESIRED OR PREFERRED QUALIFICATIONS

  • Experience working with To-Be-Announced (TBA) trades and mortgage-backed securities (MBS) portfolios
  • Strong skills in accounting principals, financial markets and analysis and reporting financial data. 
  • Advanced skills in Microsoft Excel (especially financial functions) is a plus.

LIMITATIONS ON SELECTION

Must be willing to work in Prince George's County.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.

EXAMINATION PROCESS

BARGAINING UNIT STATUS

The incumbent in this position is a member of a covered bargaining unit and will be required to pay a bi-weekly service fee to the exclusive representative of the bargaining unit.
