LOCATION OF POSITION
Main Purpose of Job
Assists the Director and Assistant Director of Contracts and Administration in the administration of matters related to personnel, operating budget, procurement, and contracts. This position also serves as the administrator of special programs – in particular the Local Jails Capital Improvement Program. As codified in 9-401, 9-402, 11-104 and 11-105 of the Correctional Services Article, ACM, the State assists local jails/detention center in the funding of their capital improvement project. These projects include the design and construction of new detention centers, capital improvements/additions to current county facilities, capital equipment and certain capital maintenance projects. These local jail projects serve each county’s public safety needs, providing protection for its citizens. The position also manages the process of identifying and procurement of capital equipment for the Department’s construction projects.
POSITION DUTIES
Maintains and updates the Division’s organizational chart.
Acts as the Administrator of the State’s Local Jails Capital Improvement Program in coordination with Departments of Budget and Management and General Services.
Provides intensive technical guidance and assistance to local county detention center/jail administrators in planning and developing their capital projects that utilize State-assisted funding.
Accepts and reviews local jails/detention centers’ annual requests for capital project funding assistance for feasibility and determines where in the State’s Capital Budget the request should be placed (current or future requests) by utilizing the Department of Budget and Management’s Capital Budget Information System (CBIS)
Attends, as DPSCS’ representative, the Department of Budget and Management’s hearings for local jail/detention center capital budget requests (DBM makes the final recommendation for capital funding in coordination with DGS and DPSCS).
Assists the Director (i.e., hiring manager) and acts as the Division’s primary administrator of all matters related to personnel and human resources, including the preparation of all required HR paperwork for the Division’s approximately 300 employees (which include maintenance positions).
Coordinates the timely preparation and issuing of PEPs for employees in the Division.
Prepares and coordinates with Human Resources the hiring of vacant positions within the division, which includes the preparation of Hiring Freeze Exemption Request (HFER) forms, the preparation of interview questions, collaboration with Human Resources on job postings, and the formation and scheduling of interview panels.
Prepares paperwork associated with acting pay requests and coordinates the process with Human Resources.
Prepares paperwork associated with transfers of employees within the Division and coordinates the process with Human Resources.
MINIMUM QUALIFICATIONS
Education: A Bachelor's degree from an accredited college or university.
Experience: Four years of experience in administrative staff or professional work.
Notes:
1. Additional experience in administrative staff or professional work may be substituted on a year-for-year basis for the required education.
2. Additional graduate level education at an accredited college or university may be substituted at the rate of 30 semester credit hours on a year-for-year basis for the required general experience.
3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for-year basis for the required education and experience.
SELECTIVE QUALIFICATIONS

6 months of experience coordinating staff related needs, budgeting, or planning for a large workforce.
DESIRED OR PREFERRED QUALIFICATIONS
The following qualifications are preferred, not required:
Candidate should be able to demonstrate proficiency in MS Access and MS Excel
Certification and/or training in management and operation or facility administration
Excellent communication skills and writing ability
LICENSES, REGISTRATIONS AND CERTIFICATIONS
Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
