Main Purpose of Job

The Maryland Emergency Management Agency (MEMA) is the agency of State government with primary responsibility and authority for emergency preparedness policy, and for coordinating hazard mitigation, incident response, and disaster recovery. MEMA works to ensure that all Marylanders are prepared, and to make Maryland more resilient. Emergency preparedness planning is a critical part of MEMA's mission and the successful execution of the Agency's Center for Preparedness Excellence.

This position primarily reports to the MEMA Planning Branch Manager and is responsible for overseeing the State's Complex Coordinated Terrorist Attack (CCTA) project. This project includes conducting gap analysis, developing plans, conducting trainings, and exercising CCTA incidents.

This position leads all aspects of Maryland's CCTA project. In this capacity the CCTA Project Manager will be responsible for developing and monitoring a CCTA work plan to accomplish the tasks outlined in Maryland's CCTA project application approved by the Federal Emergency Management Agency. This position will oversee a contractor team charged with conducting a variety of CCTA preparedness tasks. This position is responsible for collaborating with a variety of stakeholders from local, regional, state, federal, and non-governmental partners in completion of the CCTA work plan. The CCTA project will also assist with reporting, budget monitoring, and other key tasks to ensure the project's success.

In order to fulfill these responsibilities, this position requires strong project management, communication, presentation, organizational, and planning skills.

POSITION DUTIES

Support the MEMA Operations Directorate, MEMA Planning Branch, and MEMA Training & Exercise Branch, including as follows: 

This position is primarily responsible for the monitoring and oversight of MEMA’s CCTA project to ensure that the program runs smoothly, all tasks are completed in a timely manner, to ensure stakeholder needs are met, and that the project aligns with Maryland’s Emergency Management System strategy.

Tasks will include:

·        Overseeing development & execution of MEMA’s CCTA project       

·        Coordinating with stakeholders on deliverables, scheduling, and other needs

·        Collaborating with MEMA’s Project Director, Planning Lead, and Executive Staff

·        Developing task orders & requests for proposals to fulfill subsequent phases of the CCTA project

·        Assisting MEMA Grants Team with quarterly reporting and financial tracking

·        Providing leadership throughout the execution of the project

·        Providing oversite to the CCTA contractor team in execution of all tasks and deliverables of the project

 

This position requires strong communication and organizational skills, as well as familiarity with the following technologies:

·        Basic word processing and document generation software, such as Microsoft Word and Google Docs; and

·        Spreadsheet software, including Microsoft Excel and Google Sheets.

MINIMUM QUALIFICATIONS

Education: A Bachelor's degree from an accredited college or university.

Experience: Four years of experience in administrative staff or professional work.

Notes:

1. Additional experience in administrative staff or professional work may be substituted on a year-for-year basis for the required education.

2. Additional graduate level education at an accredited college or university may be substituted at the rate of 30 semester credit hours on a year-for-year basis for the required general experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for-year basis for the required education and experience.

SELECTIVE QUALIFICATIONS

Applicants must meet the selective qualification(s) to be considered. Include clear and specific information on your application regarding your qualifications.

  • 3 years of project management experience in emergency management leading complex projects including stakeholders from all levels of government

 

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.

BENEFITS

Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program (the Program), have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents.  As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.
