Main Purpose of Job

This position is the primary position for the Bureau of Investigative Services Unit (BIS) in the Office of the Inspector General (OIG). This position supervises Fraud Examiners responsible for conducting reviews, examinations and investigations in order to objectively monitor, verify, and analyze allotment of State and federal funds disbursed through Department of Human Services (DHS). This position functions at a proficiency level in the supervision of examiners to provide a uniform level of prevention and investigative services.

POSITION DUTIES

Supervise examiners responsible for analyzing and interpreting program policies and procedures within DHS to assure payment accuracy, and compliance with appropriate federal and state laws.

Analyze disbursements related to suspected fraud, including, but not limited to programs administered by Family Investment Administration (FIA), Child Support Administration(CSA), Social Services Administration (SSA), Maryland State Department of Education (MSDE) and the Department of Health(MDH).

Analyzes allegations of misconduct to assure any misuse of State funds and other resources is resolved. Independently plans, organizes, and conducts on-site evaluations of information to make determinations of fraud, misrepresentation and misconduct.

Establishes and maintains an investigative network of representatives, including but not limited, Social Security Administration, U.S. Department of Agriculture, State's Attorney Offices, Attorney General's Office, Internal Revenue Service, State and local law enforcement and citizen's groups.

MINIMUM QUALIFICATIONS

Education: A Bachelor's degree from an accredited college or university.

Experience: Four years of experience in administrative staff or professional work.

Notes:

1. Additional experience in administrative staff or professional work may be substituted on a year-for-year basis for the required education.

2. Additional graduate level education at an accredited college or university may be substituted at the rate of 30 semester credit hours on a year-for-year basis for the required general experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for-year basis for the required education and experience.

DESIRED OR PREFERRED QUALIFICATIONS

Strong preference will be given to applicants that possess the following preferred qualification(s), Include clear and specific information on your application regarding the qualifications.

One year of the required experience must involve planning and/or conducting investigations related to the enforcement of State and/or Federal law. Investigatory experience as a Family Investment Specialist, Law Enforcement and/or Correctional Officer, Fraud Investigator, Child Protective Service Worker, Child Support Specialist, Absent Parent Locator and/or locating individuals for the purpose of serving warrants and subpoenas. 

LIMITATIONS ON SELECTION

Limited to current employees of Department of Human Services, Office of the Inspector General.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.

BARGAINING UNIT STATUS

The incumbent in this position is a member of a covered bargaining unit and will be required to pay a bi-weekly service fee to the exclusive representative of the bargaining unit.
