Introduction

The Land Management Administration is accepting applications for the position of an Administrator II. This recruitment will be used to fill current and future vacancies for this position/function.  The resulting cert list will be maintained for one year.  Persons interested in future vacancies within this classification must re-apply.

Main Purpose of Job

The main purpose of this position is to serve as a Special Assistant to the Director of the Land Management Administration (LMA) and to advise and assist the Director in planning, directing and overseeing the daily operations of LMA's multiple programs.  LMA goals are to protect human health and preserve and restore Maryland's land and water resources by reducing the quantity and toxicity of generated wastes through recycling and source reduction, ensuring the control and proper disposal of waste, managing lead paint compliance activities, assuring that oil is handled in an environmentally safe manner, ensuring mining operations are properly managed and reclaimed, and overseeing the remediation of contaminated sites for viable economic development. This is achieved by maintaining a highly visible presence in the regulated community, providing assistance to stakeholders, and developing long-term strategies for waste management needs.

This position will be responsible for evaluating and making recommendations regarding Administration processes and procedures and new technologies, managing and leading special projects, development of policy, regulations, and legislation, coordinating information technology initiatives, providing training and technical assistance on regulatory and legislative matters, coordination with federal agencies for delegated authorities, including the EPA, the CDC, and US Department of the Interior, researching and compiling information for the development of white papers, position papers, and reports, and the oversight of Administration communications process.

MINIMUM QUALIFICATIONS

Education: A Bachelor's degree from an accredited college or university.

Experience: Four years of experience in administrative staff or professional work.

Notes:

1. Additional experience in administrative staff or professional work may be substituted on a year-for-year basis for the required education.

2. Additional graduate level education at an accredited college or university may be substituted at the rate of 30 semester credit hours on a year to year basis for the required general experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year to year basis for the required education and experience.

DESIRED OR PREFERRED QUALIFICATIONS

It is preferred that the selected candidate has the following:

  • A Bachelor's degree in a Science (i.e., Environmental Science, Biology);
  • Experience writing Environmental regulations or Environmental legislation;
  • Experience as a team leader serving on special task force groups;
  • Previous reporting relationships to an Executive Director or higher.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.

EXAMINATION PROCESS

Your application is part of the examination process.  The assessment will be a rating of your education, training and experience related to the requirements of this position.  Therefore, it is important that you provide complete and accurate educational and employment information on your application.  

Education credentials and experience verification will be completed by the Appointing Authority.  If you are scheduled to complete an education or licensing requirement within six months of the examination, you may participate in the examination process, if one is required.  Please note that you will be required by the appointing agency to provide proof upon hire of all certifications, licenses, educational and work experiences.

The MD Department of the Environment does not sponsor individuals in the application of the H-1B Visa.  All applicants must be legally authorized to work in the United States under the Immigration and Reform Control Act.  You must be legally authorized and possess any necessary documents under this Act in order to be hired in the position for which you apply.  For education obtained outside the U.S., a copy of the equivalent American education as determined by a foreign credential evaluation service must be provided prior to hire. 

BARGAINING UNIT STATUS

The incumbent in this position is a member of a covered bargaining unit and will be required to pay a bi-weekly service fee to the exclusive representative of the bargaining unit.
