Main Purpose of Job

This position is responsible for the direct oversight of the staff responsible for the Finance Section of the Accounting and Finance Operations Department. This position supervises, directs and consistently evaluates the operations and employees of the Finance Section.

POSITION DUTIES

The Finance Section receives and processes all agency invoices; disburses all agency funds; processes payroll for the entire Agency; maintains control ledgers and sub-schedules related to the Agency’s six bank accounts, including a million dollar working fund.   Finance processes a large volume of financial transactions that demands fiscal responsibility and ultimately impacts the Lottery’s reputation and creditability.

Finance disburses all vendor payments and Lottery prizes in excess of $25,000 through the State’s accounting system (Financial Management Information System – FMIS).  Additionally, Finance uses SPS Workday to facilitate payroll payment of all agency personnel and maintenance of employee leave balances.  Finance also pays Federal and State income taxes withheld from prize winners and plays a critical role in compiling and reconciling Federal and State withholding taxes in connection with the annual W-2Gs for prize winners.  Finance maintains Lottery Retailer bonus information to be used in connection with the annual 1099s.

MINIMUM QUALIFICATIONS

Education: A Bachelor's degree from an accredited college or university.

Experience: Four years of experience in administrative staff or professional work.

Notes:

1. Additional experience in administrative staff or professional work may be substituted on a year-for-year basis for the required education.

2. Additional graduate level education at an accredited college or university may be substituted at the rate of 30 semester credit hours on a year to year basis for the required general experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year to year basis for the required education and experience.

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.

BARGAINING UNIT STATUS

The incumbent in this position is a member of a covered bargaining unit and will be required to pay a bi-weekly service fee to the exclusive representative of the bargaining unit.
