Introduction

This is a Part Time (24 hour/week) administrative position that will provide analysis, support and oversight to budgetary and other programs within the Office of General Services. This position will also identify and implement new monitoring and tracking processes for supply, inventory, maintenance, and telecommunications billing.

Main Purpose of Job

The main purpose of this part-time position is to provide direct and logistic support to the various programs that fall under the Office of General Services within DLLR. The Office of General Services is a support group providing essential services to the agency such as building security and maintenance, telecommunications, leasing management, mail operations, fleet management, energy conservation and recycling, emergency operations management, fixed asset inventory, and supply, records and forms management. This position supervises and provides direction to two of OGS programs: Fixed Asset Management & Telecommunications. The position ensures that these programs operate effectively and efficiently and provide quality customer service to all DLLR divisions. This position relates to the agency's mission in that is provides consistent and dependable support for DLLR employees who, through their efforts, provide economic stability to the citizens of Maryland.

POSITION DUTIES

Analyze, develop and implement a process for accountability and payment of all telecommunications invoices for the agency which will provide a strong financial control environment. Daily oversight of OGS expenditures which will ensure budgeted amounts are appropriately spent according to program needs. Analyze and develop a more efficient method of charging back various DLLR units for expenditures from the OGS budget. Investigate, identify, and implement an up-to-date supply and material tracking system for the OGS Central Supply Unit. Develop a tracking method for OGS maintenance contracts for its 323,000 square foot building portfolio. Research new methods in facilities management practices and identify a cost-effective work order system.

MINIMUM QUALIFICATIONS

Education: A Bachelor's degree from an accredited college or university.

Experience: Four years of experience in administrative staff or professional work.

Notes:

1. Additional experience in administrative staff or professional work may be substituted on a year-for-year basis for the required education.

2. Additional graduate level education at an accredited college or university may be substituted at the rate of 30 semester credit hours on a year to year basis for the required general experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year to year basis for the required education and experience.

DESIRED OR PREFERRED QUALIFICATIONS

Strong preference will be given to applicants that possess the following.  Include clear and specific information on your application regarding the qualification(s).

Two years of experience in developing and tracking state agency budgets.

Experience in monitoring and interpreting building energy consumption

Experience with monitoring and tracking processes for supply, inventory, maintenance and/or telecommunications billing.

A Current or Former State Employee is preferred

LIMITATIONS ON SELECTION

All candidates are subject to a background check against files maintained by the Division of Unemployment Insurance (DLLR/DUI) to determine whether any monies are owed to DLLR/DUI as a result of an unemployment insurance overpayment and/or fraud. Any unpaid debt may have an impact on whether or not a candidate is offered employment.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.

BENEFITS

Contractual employees who works for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program (the Program), have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents.  As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.
