This is a position specific recruitment for the Department of Natural Resources, Chesapeake & Coastal Service. This recruitment will be used to fill current vacancies for the position and may be used to fill future vacancies in the same classification/function. Future vacancies may also be filled via other recruitments. The resulting eligible list will be maintained for one year.

Main Purpose of Job

The Department of Natural Resources (DNR), Chesapeake and Coastal Service, Center for Restoration Finance in Annapolis, MD is currently accepting applications for an Administrator I. The selected candidate will have the role of Implementation Project Officer under the Restoration Financing and Policy Division within DNR’s Chesapeake and Coastal Service.

This position will manage multi-year, multi-partnered targeted restoration programs affiliated with the Chesapeake and Atlantic Coastal Bays Trust Fund. Specific tasks related to this role include:

  • Convening and leading technical and field staff from grantee organizations to ensure that project deliverables are being met through application of latest science and best management practices for water quality improvements.
  • Guiding project partners on program and agency processes in order to obtain reports and data related to project implementation and resource deliverables.
  • Managing restoration projects to document progress, oversight of invoicing and tracking of expenditures, and assistance in developing an annual report to the State legislature.
  • Provide technical assistance and coordination in the development of new projects and partnerships and advise and assist the Division in the development of new financing strategies, policies, and tools related to Chesapeake Bay and local watershed restoration.

This position will also be the Center for Restoration Finance’s lead on tracking and communicating restoration implementation impact through various outlets and annual reports. The incumbent will be responsible for working with the Director and other Implementation Officers to ensure proper metric tracking, maintain data quality control, and assist in compiling and analyzing data upon request (sister agencies, media, legislature, etc.) and for annual reporting.

MINIMUM QUALIFICATIONS

For education obtained outside of the United States (U.S.), you will be required to provide proof of the equivalent American education as determined by a foreign credential evaluation service. If you possess a degree obtained outside of the U.S., please submit a detailed, course-by-course evaluation report from one of the U.S. equivalency evaluating members identified at http://www.naces.org/members.html prior to hire.

Education: A Bachelor's degree from an accredited college or university.

Experience: Four years of experience in administrative staff or professional work.

Notes:

1. Additional experience in administrative staff or professional work may be substituted on a year-for-year basis for the required education.

2. Additional graduate level education at an accredited college or university may be substituted at the rate of 30 semester credit hours on a year-for-year basis for the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for-year basis for the required education and experience.

DESIRED OR PREFERRED QUALIFICATIONS

1. One year of experience managing natural resource projects and/or grants.  

2. One year of professional experience working with natural ecological systems that promote healthy water quality and/or habitat, that may include understanding of and experience with stream and wetland function, stormwater management, and implementation of other best management practices promoting beneficial ecological function.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.

BARGAINING UNIT STATUS

The incumbent in this position is a member of a covered bargaining unit and will be required to pay a bi-weekly service fee to the exclusive representative of the bargaining unit.
