Main Purpose of Job

The main purpose of this position is to perform tobacco inspections and enforcement activities to identify retailers who are non-compliant with Federal and State laws. This position will also provide direct field supervision to minors while conducting undercover buy inspections of retail establishments in various geographic areas of the state. This position will participate in hearings via phone providing a declaration, testimony, and evidence as requested by the Food and Drug Administration. This position will collect, record, and/or transmit all inspection data into a secured database via iPhone daily. This position may also process the handling and/or delivery of all evidence, as per the chain of custody procedures. This position is responsible for reconciling monthly cash advance and back up documentation with the BHA Fiscal Officer and Tobacco Program Administrator. This position will be responsible for providing and maintaining a reliable and an alternate vehicle. This position will be required to work evenings and/or weekends. The locations of responsibility for this position will fall in the following Maryland counties: Caroline, Cecil, Dorchester, Kent, Queen Anne's, St. Mary's, Somerset, Talbot, Wicomico, and Worcester. The selected candidate for this position must be willing to travel to any of the listed counties daily, or as often as needed, to fulfill the duties of this position.

MINIMUM QUALIFICATIONS

Education: A Bachelor's degree from an accredited college or university.

Experience: Four years of experience in administrative staff or professional work.

Notes:

1. Additional experience in administrative staff or professional work may be substituted on a year-for-year basis for the required education.

2. Additional graduate level education at an accredited college or university may be substituted at the rate of 30 semester credit hours on a year-for-year basis for the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for-year basis for the required education and experience.

DESIRED OR PREFERRED QUALIFICATIONS

The preferred candidate for this position will possess any of the following:

  • experience conducting inspections for law enforcement, health, food, or drug enforcement, or other related experience with local, State, or tribal government
  • at least one year of experience with data collection for reporting purposes

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.

BARGAINING UNIT STATUS

The incumbent in this position is a member of a covered bargaining unit and will be required to pay a bi-weekly service fee to the exclusive representative of the bargaining unit.
