Introduction

This internal recruitment is limited to current Department of Natural Resources (DNR) employees only.

This is a position specific recruitment for the Department of Natural Resources, Critical Area Commission. This recruitment will be used to fill current vacancies for the position and may be used to fill future vacancies in the same classification/function. Future vacancies may also be filled via other recruitments. The resulting eligible list will be maintained for one year.

LOCATION OF POSITION

Annapolis, MD (Anne Arundel County)

Main Purpose of Job

The Department of Natural Resources, Critical Area Commission, is currently accepting applications for an Administrator I position located in Annapolis, MD. The selected candidate will perform daily administrative and operational duties related to budgets, personnel, procurement, and contract management as necessary for the Commission's effective and efficient operation. The incumbent will also supervise other administrative staff. Additional duties include but are not limited to compiling, preparing, and submitting the Commission's annual Operating Budget request; approving and monitoring budgetary expenditures; serving as the Human Resource Contact with regard to recruitment, classification, and employee relations matters; and assisting in the development and administrative monitoring of grants/agreements with local governments and with other Departments/Agencies. The position will also serve as the Office Manager, overseeing efficient office operations including analyzing internal procedures, preparing recommendations for improvement, supervising risk management, and assigning duties to other administrative staff.

MINIMUM QUALIFICATIONS

For education obtained outside of the United States (U.S.), you will be required to provide proof of the equivalent American education as determined by a foreign credential evaluation service. If you possess a degree obtained outside of the U.S., please submit a detailed, course-by-course evaluation report from one of the U.S. equivalency evaluating members identified at http://www.naces.org/members.html with the application.

Education: A Bachelor's degree from an accredited college or university.

Experience: Four years of experience in administrative staff or professional work.

Notes:

1. Additional experience in administrative staff or professional work may be substituted on a year-for-year basis for the required education.

2. Additional graduate level education at an accredited college or university may be substituted at the rate of 30 semester credit hours on a year to year basis for the required general experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year to year basis for the required education and experience.

SELECTIVE QUALIFICATIONS

One year of professional experience in performing budget analysis or developing budget proposals.  

Note: The selective qualification only applies to applicants that are not using the education substitution as noted above.

DESIRED OR PREFERRED QUALIFICATIONS

Strong preference will be given to applicants that possess the following.  Include clear and specific information on your application regarding the qualification(s).

- Experience using State of Maryland financial systems including ADPICS and FMIS is preferred.

- Knowledge in Excel, Access and related software is preferred.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
