LOCATION OF POSITION

This position's duties cover the Patuxent Region.  The position is located at the Maryland Department of Agriculture headquarters in Annapolis, Maryland, and may be scheduled to work in a Charles County location two or three days a week.

Main Purpose of Job

This is the supervisory work assisting in the evaluation of agricultural operations for program eligibility and compliance with the Maryland Certainty and Ecosystem Markets Program. In addition, the position assists the Watershed Implementation Program by providing oversight and supervision in inventorying and evaluating Best Management Practice implementation. The position also performs quality assurance audits of conservation measures implemented and reporting through the Departments' Conservation Tracker System as part of the Soil Conservation District Quality Assurance Review process for the Patuxent Region.

POSITION DUTIES

Supervises and coordinates the work of Field Assessment Planners who are located in various district offices throughout the State.

Assess agricultural operations for eligibility and compliance with the Maryland Certainty Program and Ecosystem Markets Program.

Inventory and evaluate Best Management Practice implementation on operations in the Patuxent Region.

Perform Quality Assurance reviews on conservation measures implemented and reported through Conservation Tracker.

Maintains confidentiality of the information gathered regarding farmers and landowners contacted, as well as a high level of professionalism during contact and interaction with these individuals.

MINIMUM QUALIFICATIONS

Education: A Bachelor's degree from an accredited college or university.

Experience: Four years of experience in administrative staff or professional work.

Notes:

1. Additional experience in administrative staff or professional work may be substituted on a year-for-year basis for the required education.

2. Additional graduate level education at an accredited college or university may be substituted at the rate of 30 semester credit hours on a year to year basis for the required general experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year to year basis for the required education and experience.

DESIRED OR PREFERRED QUALIFICATIONS

Strong preference will be given to applicants that possess the following.  Include clear and specific information on your application regarding the qualification(s).

1. Bachelor's degree in Agricultural Science, Natural Resources or Environmental Science

2. Two years of experience in performing assessments or inspections of agricultural operations for program compliance.

3. Maryland Certified Nutrient Management Consultant.

LIMITATIONS ON SELECTION

This recruitment is open to current Maryland Department of Agriculture employees only.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.

BARGAINING UNIT STATUS

The incumbent in this position is a member of a covered bargaining unit and will be required to pay a bi-weekly service fee to the exclusive representative of the bargaining unit.
