Main Purpose of Job

This position will serve as the administrative support for the Employee Relations Unit to include the Management Advocate Program Chief, Management Advocate Supervisor and Management Advocates I and II's in the Human Resources Services Division (HRSD) of the Department of Public Safety and Correctional Services (DPSCS). The incumbent is responsible for incoming and outgoing correspondences, communications and written decisions; maintaining the ERU databases and updating the files and database records to reflect the status of all cases, to include, grievances, disciplinary appeals, dispute resolution complaints, termination proposals and appeals. The incumbent is responsible for reviewing and writing second step decisions on disciplinary appeal cases (Except Terminations, Demotions, Suspensions of 10 days or more and Terminations on Probation) where the employee has filed an untimely appeal of the disciplinary action taken. The incumbent shall also be responsible for maintaining the ERU Unit calendars for hearing dates, settlement and grievance conference dates as well as conferences and hearings related to the dispute resolution complaint process. This position is responsible for responding to request for data, monthly reports, status of cases, appeals and special projects requested by executives, administrators, directors and other internal and external customers. This position will provide data upon request for StateStat, HRSD administrators and directors and HR Officers in the Department's agencies, to include data on terminations, etc. This position supports the Correctional Officers' Bill of Rights Hearing Board Member training by scheduling the training rooms, obtaining IT equipment, making copies of the handouts and notifying the COBR Hearing Board Members and their administrations of training events and rosters. This position is also responsible for maintaining schedule for use of conferences rooms in addition to other related duties that may be assigned.

MINIMUM QUALIFICATIONS

Education: Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Four years performing secretarial work or clerical work involving typing duties.

Notes:

1. Additional secretarial or clerical experience may be substituted on a year-for-year basis for the required education.

2. Thirty credit hours with a major in secretarial science or office technology from an accredited college may be substituted at the rate of thirty credits for one year of experience for up to two years of the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a non-commissioned officer in Administration classifications or Administrative, Clerical, or Office Services specialty codes in the Administrative Support field of work on a year-for-year basis for the required experience.

SELECTIVE QUALIFICATIONS

Two years of experience entering, updating and retrieving information and generating reports in Access and Excel spreadsheets.

Two years of experience in docket operations in the criminal justice or administative hearing systems.

DESIRED OR PREFERRED QUALIFICATIONS

Experience maintaining database files and creating statistical reports.

SPECIAL REQUIREMENTS

Demonstrated ability to accurately type on a keyboard on a personal computer at a minimum of forty words per minute may be required, depending on the specific requirements of the position.

BARGAINING UNIT STATUS

The incumbent in this position is a member of a covered bargaining unit and will be required to pay a bi-weekly service fee to the exclusive representative of the bargaining unit.
