Introduction

This is a position specific recruitment for the Department of Natural Resources (DNR), Chesapeake and Coastal Service located in Annapolis, MD. This recruitment will be used to fill current vacancies for the position and may be used to fill future vacancies in the same classification/function. Future vacancies may also be filled via other recruitments. The resulting eligible list will be maintained for one year.

Main Purpose of Job

The Department of Natural Resources (DNR), Chesapeake and Coastal Service, Center for Coastal Planning in Annapolis, MD, is currently accepting applications for a Coastal Planner (Natural Resources Planner IV).

The main duties of this position are to (1) advance local and coastal community capacity to understand, plan for and advance preparedness related to coastal hazards and climate resilience and waterfront uses; (2) promote sustainable waterfront planning and economic development through the State's Coastal Zone Management Act (CZMA) Section 309 programs; and, (3) deliver planning expertise and knowledge to coastal management projects. The incumbent will be responsible for addressing coastal planning work through delivery of support and project management expertise to local partners, engagement in statewide resilience initiatives, interpretation of coastal hazards data for local planning projects, and general program and policy support. This position will work in coordination with other Unit staff and adaptation planning efforts to translate science, policy and planning information to coastal decision makers.

MINIMUM QUALIFICATIONS

For education obtained outside of the United States (U.S.), you will be required to provide proof of the equivalent American education as determined by a foreign credential evaluation service. If you possess a degree obtained outside of the U.S., please submit a detailed, course-by-course evaluation report from one of the U.S. equivalency evaluating members identified at http://www.naces.org/members.html with the application.

Education: Possession of a Bachelor’s Degree from an accredited college or university in an environmental science or natural resources planning, management or development.

Experience: Five years of experience in natural resources planning or applied environmental science.

Notes:

1. Possession of a Bachelor’s Degree from an accredited college or university in urban or regional planning, engineering, physical geography, or the physical, chemical, biological, environmental sciences and one year of experience in natural resource planning or applied environmental science may be substituted for the required education.

2. Possession of a Master’s Degree from an accredited college or university in natural resources planning, management, administration, development, environmental, urban or regional planning; resources economics or development; environmental system management; water or land resources planning and management; environmental landscape architecture; or the physical, chemical, biological or environmental sciences maybe substituted for up to three years of the required experience.

3. Possession of a Doctorate Degree from an accredited college or university in natural resources planning, management, administration, development, environmental urban or regional planning; resources economics or development; environmental system management; water or land resources planning and management; environmental landscape architecture; or the physical, chemical, biological or environmental sciences maybe substituted for the required experience.

4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in the  general natural resources management and biological sciences classifications or general natural resources management and biological sciences specialty codes in the general natural resources management and biological sciences field of work on a year-for-year basis for the required experience and education.  

SELECTIVE QUALIFICATIONS

1. Minimum of two years experience working with county or municipal government.

2. One year of experience with working knowledge of climate impacts and coastal hazards in Maryland.

Note: The selective qualifications only applies to applicants that are not using the education (Doctorate Degree) substitution as noted above.

DESIRED OR PREFERRED QUALIFICATIONS

Strong preference will be given to applicants that possess the following.  Include clear and specific information on your application regarding the qualification(s).  

- Experience working on local planning processes is preferred (e.g. that could include comprehensive plans, codes or ordinances, hazard mitigation plans, floodplain management, waterfront communities, others).

- Experience with multi-partner groups or projects is preferred.

BARGAINING UNIT STATUS

The incumbent in this position is a member of a covered bargaining unit and will be required to pay a bi-weekly service fee to the exclusive representative of the bargaining unit.
