Main Purpose of Job
The Health Policy Analyst position will support the design, development, implementation, and evaluation of high-priority projects in the Medicaid program and provide information to senior managers and policymakers on issues related to health care services, financing, and regulation. The Health Policy Analyst position has particular focus on emerging issues concerning Maryland Department of Health's (MDH) implementation of the Affordable Care Act (ACA), as well as payment and delivery system reform under Maryland's State Innovation Model (SIM) grant and All-Payer hospital waiver. This position will be responsible for duties such as policy and data analysis, drafting reports and evaluations, fiscal impact studies, developing regulations and legislative proposals, and creating and conducting presentations. The position has an external component as well, as they will attend stakeholder meetings, internal programs and staff meetings, conference calls, and committee meetings on various topics. The Health Policy Analyst will also be responsible for supporting responses to information requests from legislative offices, the Governor, press, and other external groups.
Education: A Bachelor's degree from an accredited college or university.
Experience: Two years of experience evaluating, analyzing, researching and developing health care services, policies and programs.
1. A Master's degree in Health Sciences, Health Care Administration, Public Health, Public Policy or closely related field may be substituted for one year of the required experience.
2. A PhD in Health Sciences, Health Care Administration, Public Health, Public Policy or closely related field may be substituted for the required experience.
DESIRED OR PREFERRED QUALIFICATIONS
The successful applicant should have experience with policies involving the Affordable Care Act, Maryland's State Innovation Model (SIM) grant and All-Payer hospital waiver.
LICENSES, REGISTRATIONS AND CERTIFICATIONS
Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.
