Main Purpose of Job

The Center for Tobacco Prevention and Control (CTPC) focuses on comprehensive policy and programmatic initiatives to: prevent initiation of tobacco use; provide cessation support; eliminate exposure to secondhand smoke; and address tobacco-related health disparities. CTPCs Health Policy Analyst I provides professional input and assistance in formulating and reviewing health policy, including support to the CTPC Director and staff through policy analysis, program coordination, document preparation, research, and collaboration. During the legislative session, the incumbent plays a critical role researching and drafting position papers, fiscal notes, and testimony. The Health Policy Analyst I takes a lead role in responding to constituent inquires, monitoring tobacco retailer database, and preparing legislative and other required reports. S/he works closely with CTPCs Epidemiologist on data analysis in support of targeted initiatives and maintains relationships with community-based organizations, Legal Resource Center for Public Health Policy, and other groups on tobacco-related policy issues.

MINIMUM QUALIFICATIONS

Education: A Bachelor's degree from an accredited college or university.

Experience: One year of experience evaluating, analyzing, researching and developing health care services, policies and programs.

Note:

A Master's degree in Health Sciences, Health Care Administration, Public Health, Public Policy or closely related field may be substituted for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

The preferred candidate will be proficient in SAS and SPSS.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

BARGAINING UNIT STATUS

The incumbent in this position is a member of a covered bargaining unit and will be required to pay a bi-weekly service fee to the exclusive representative of the bargaining unit.
