Main Purpose of Job

This position will serve as the policy analyst/program coordinator for the Innovation Grant of the Maternal, Infant and Early Childhood Home Visiting (MIECHV) program. This individual will ensure compliance of and adherence to grant requirements, coordinate work with State and local agencies, provide support on home visiting issues, and assist with other MIECHV activities as needed. At Maryland Department of Health (MDH), the Health Policy Analyst I is the intermediate level of work evaluating, analyzing, researching and developing health care services, policies and programs. This particular position supports maternal and child efforts related to Home Visiting and linkages with New Jersey.

MINIMUM QUALIFICATIONS

Education:    A Bachelor's degree from an accredited college or university.

Experience:  One year of experience evaluating, analyzing, researching and developing health care services, policies and programs.

NOTE:

A Master's degree in Health Sciences, Health Care Administration, Public Health, Public Policy or closely related field may be substituted for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

Extensive Maternal, Infant and Early Childhood Home Visiting (MIECHV) knowledge as well as experience in research on a variety of topics, analyzing data for reports, and assisting with federal grant applications is required.  A Master's degree in Public Policy is preferred, with a focus on urban and health policy. The successful applicant should have excellent writing and communication skills and familiarity with drafting and editing MIECHV-related materials, including grant applications. Previous experience interacting with home visiting stakeholders beyond MDH, community organizing, and legislative background is a plus.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

BENEFITS

Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program (the Program), have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents.  As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.
