LOCATION OF POSITION
DHMH/Behavioral Health Administration, Child and Adolescent Division, Catonsville, Maryland
Main Purpose of Job
This position will serve as liaison for the Office of Child and Adolescent Services to the statewide network of local behavioral health authorities, specifically the Child and Adolescent Coordinators in each jurisdiction, and to private providers of community behavioral health services to children, adolescents and young adults within these jurisdictions. This position will attend regular monthly meetings with local counterparts, and provide leadership on behalf of the State on a number of service related issues (e.g. assist local authorities in the selection, monitoring, and/or oversight of targeted case management providers statewide). This position will also address a wide variety of provider issues, including recruitment, information sharing, quality monitoring, and follow-up on incident reporting with providers. This employee will also manage the portfolio of grant funded community programs for children and youth at the local level as well as participate in the Behavioral Health Administration annual plan and fiscal review of local behavioral health entities.
MINIMUM QUALIFICATIONS
Education: Possession of a Bachelor’s degree from an accredited college or university in Nursing, Social Work, Psychology, Education, Counseling or a related field.
Experience: Five years of professional experience in health services, two years of which must have been professional work related to the treatment and services for mentally ill patients.
Notes:
1. Applicants may substitute a Master’s degree from an accredited college or university in a health or human service field for one year of the required general experience.
2. A Bachelor’s degree from an accredited college or university in another field plus one additional year of professional experience in health services may be substituted for the specific degree.
3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Health Care Administration classifications or Civil Affairs Specialist specialty codes in the health related field of work on a year-for-year basis for the required experience and education.
DESIRED OR PREFERRED QUALIFICATIONS
The successful candidate will have professional work experience related to the coordination of behavioral health care for children/adolescents with serious emotional disturbances, and/or substance use disorders. The preferred candidate will also possess experience providing services within the private sector.

BARGAINING UNIT STATUS
The incumbent in this position is a member of a covered bargaining unit and will be required to pay a bi-weekly service fee to the exclusive representative of the bargaining unit.
