Introduction

This is a position specific recruitment for the Department of Natural Resources, Fishing and Boating Services. This recruitment will be used to fill current vacancies for the position and may be used to fill future vacancies in the same classification/function. Future vacancies may also be filled via other recruitments. The resulting eligible list will be maintained for one year.

Main Purpose of Job

The Department of Natural Resources, Fishing and Boating Services is currently accepting applications for a Natural Resources Planner III. The main purpose of this position is to serve as a specialized resource staff for the Fishery Management Plans and Fish Passage Programs. The incumbent will assist in the development of state and interjurisdictional fishery management plans (FMPs), amendments, FMP reviews and updates. The selected candidate will obtain, compile and analyze data for the protection and utilization of natural resources. The incumbent will prepare or assist in the preparation of reports and other documents. Management plans are the basis for strategic resource planning, research, reporting and regulations initiated by the agency. The incumbent will also assist in seasonal field work for the Fish Passage Program cleaning fish ladders, sampling ichthyoplankton, and assessing sites for blockage removal.

MINIMUM QUALIFICATIONS

For education obtained outside of the United States (U.S.), you will be required to provide proof of the equivalent American education as determined by a foreign credential evaluation service. If you possess a degree obtained outside of the U.S., please submit a detailed, course-by-course evaluation report from one of the U.S. equivalency evaluating members identified at http://www.naces.org/members.html prior to hire.

Education: Possession of a Bachelor’s Degree from an accredited college or university in an environmental science or natural resources planning, management or development.

Experience: Three years of experience in natural resources planning or applied environmental science.

Notes:

1. Possession of a Bachelor’s Degree from an accredited college or university in urban or regional planning, engineering, physical geography, or the physical, chemical, biological sciences and one year of experience in natural resources planning or applied environmental science may be substituted for the required education.

2. Possession of a Master’s Degree from an accredited college or university in natural resources planning, management, administration, development, environmental, urban or regional planning; resources economics or development; environmental system management; water or land resources planning and management; environmental landscape architecture; or the physical, biological, chemical or environmental sciences maybe substituted for up to three years of the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in the  general natural resources management and biological sciences classifications or general natural resources management and biological sciences specialty codes in the general natural resources management and biological sciences field of work on a year-for-year basis for the required experience and education.  

SELECTIVE QUALIFICATIONS

Applicants must meet the minimum and selective qualification(s) to be considered. Include clear and specific information on your application regarding your qualifications.

If not using a substitution as noted above, then two years of experience in the biological sciences professional work is required.

DESIRED OR PREFERRED QUALIFICATIONS

• One or more years of work experience in fisheries management.

• Completed graduate level degree in environmental policy, biology, fisheries management, or a related science field.

BARGAINING UNIT STATUS

The incumbent in this position is a member of a covered bargaining unit and will be required to pay a bi-weekly service fee to the exclusive representative of the bargaining unit.
