Main Purpose of Job

The Department of Natural Resources (DNR), Chesapeake and Coastal Service, is currently accepting applications for a Seasonal Contractual (Administrative Officer III). This position will: (1) Develop and expand program offerings of the Center for Conservation Education & Stewardship to include current coastal and watershed topics. Work with other staff to develop new program elements and write lesson plans on a variety of science topics that address aquatic natural resources issues in Maryland to use in DNR programs. Topics may include, but are not limited to: water quality, sea level rise, micro-plastics and other pollution, flooding, and human impacts on aquatic resources; (2) Plan and conduct professional development workshops for educators statewide to support freshwater, Chesapeake and coastal priorities of the Department. These may include topics such as water quality, aquatic species, streams, wetlands, climate change and stewardship activities, through a variety of current education programs; (3) Manage the Angler Education Program which includes supervising one additional summer seasonal position. Manage fishing program organization, such as purchasing, preparation of materials and maintaining equipment, advertising and scheduling, and collecting and maintaining data on program participation. Teach fishing programs to children ages 8-15 including basic fishing skills, knot tying, casting, catch and release, fish identification, angler ethics, environmental responsibility and fishing regulations. These will be conducted as half-day or full day programs held at a variety of locations around the state; (4) Collaborate with schools, public and non-public, to establish after school fishing clubs; (5) Assist with streams education program development and delivery, including teacher training, developing resource materials, and helping schools with hands-on stream health assessment; and (6) Contribute as a member of the education team in additional education activities as assigned.

MINIMUM QUALIFICATIONS

For education obtained outside of the United States (U.S.), you will be required to provide proof of the equivalent American education as determined by a foreign credential evaluation service. If you possess a degree obtained outside of the U.S., please submit a detailed, course-by-course evaluation report from one of the U.S. equivalency evaluating members identified at http://www.naces.org/members.html with the application.

Education: Possession of a bachelor's degree from an accredited four-year college or university.

Experience: Three years experience in administrative or professional work.

Notes:

1. Candidates may substitute additional experience in administrative staff or professional work on a year-for-year basis for the required education.  

2. Candidates may substitute additional graduate level education at an accredited college or university at the rate of 30 semester credit hours for each year of the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work that included the regular independent judgment and analysis in applying and interpreting complex administrative plans, policies, rules or regulations or analysis of operational programs or procedures with recommendations for improvement on a year to year basis for the required education and experience.  

DESIRED OR PREFERRED QUALIFICATIONS

Strong preference will be given to applicants that possess the following:

  • Experience fishing and/or teaching others to fish
  • Experience writing lesson plans
  • Experience developing after school programs
  • Experience/knowledge of Next Generation Science Standards
  • Experience/knowledge of Common Core
  • Experience/knowledge of Science, Technology, Engineering, and Math (STEM)
  • Experience/knowledge of Maryland's Environmental Literacy Standards

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

BENEFITS

Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program (the Program), have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents.  As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.
