LOCATION OF POSITION

MDH, Central Services Division, 4201 Patterson Avenue, Baltimore MD

Main Purpose of Job

This position will be responsible for the overall operations of 4140, 4160, 4201 Patterson Avenue and 6764B Reisterstown Road (Patterson Avenue Complex). This position will be responsible for the recommendation and implementation of administrative procedures and controls; participation of the formulation of facility policies; and, the assurance of operating efficiency at the aforementioned locations. Responsibilities also include: adherence to established State and Federal regulations pertaining to the operation of State facilities; responsibility for the performance of contractors providing contractual services to the Patterson Avenue Complex; and, frequent contact with MDH staff, other State agencies, the locations' management company(s), public officials, and the general public. The nature of this position requires that the employee be able to lift 50 pounds and work on a ladder and also be available for emergency overtime on a 24 hour, 7 day per week basis.

MINIMUM QUALIFICATIONS

Education: Possession of a Bachelor's degree from an accredited four-year college or university.

Experience: Three years experience in administrative or professional work.

Notes: 1. Candidates may substitute additional experience in administrative staff or professional work on a year-for-year basis for the required education.

 2. Candidates may substitute additional graduate level education at an accredited college or university at the rate of 30 semester credit hours for each year of the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work that included the regular use of independent judgment and analysis in applying and interpreting complex administrative plans, policies, rules or regulations or analysis of operational programs or procedures with recommendations for improvement on a year-for-year basis for the required education and experience.

SELECTIVE QUALIFICATIONS

Qualified candidates must possess at least one year of experience in customer service, with a working knowledge of building systems, such as electrical, plumbing, HVAC or fire safety systems.  Must be able to lift 50 pounds and work on a ladder.

DESIRED OR PREFERRED QUALIFICATIONS

The desired candidate should have operational and logistical experience in an office environment.

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

BARGAINING UNIT STATUS

The incumbent in this position is a member of a covered bargaining unit and will be required to pay a bi-weekly service fee to the exclusive representative of the bargaining unit.
