Main Purpose of Job

The incumbent of this position will provide full cycle contract administration for all DPSCS and DLLR correctional education service contracts. The incumbent will also assist the Director of Correctional Education in the planning, coordinating and directing the fiscal operations and reporting related to Correctional Education, complete all FMIS requisition entries for all of Correctional Education, complete all credit card FMIS entries for all card holders within Correctional Education, assist coordinators with the fiscal management of their grants; facilitate general departmental management details for Director of Correctional Education and/or assigned Coordinators.

POSITION DUTIES

Independently plans, develops, conducts or oversees the conduct of studies and analyses of agency programs, organizations, procedures or systems; Formulates final reports and effective recommendations based on analyses conducted; Prepares or oversees the preparation and development of management tools such as procedural manuals, statistical reports, work-flow charts, performance measurement criteria or organization charts; Oversees or assists in the supervision of specific programs, sub-programs or operational units; Participates in the formulation, establishment or modification of program goals and objectives through analysis of alternatives, trends, available resources and projected program needs; Participates in the program planning process by developing forecasts, proposals or procedures for orderly growth and expansion; Confers with other administrative officials, program heads, staff specialists or others in order to exchange information pertaining to the program, or interpret policies or offer recommendations; Advises departmental officials regarding administrative practices, procedures or policies; Coordinates inter-agency transactions and provides liaison with officials in other agencies in the State, legislature, the federal government, private industry or local government agencies; May provide assistance to a higher-level administrator in the formulation and preparation of an agency's budget or portions of the budget; May supervise professional, technical, or clerical staff;

MINIMUM QUALIFICATIONS

Education: Possession of a Bachelor's degree from an accredited four-year college or university.

Experience: Three years experience in administrative or professional work.

Notes:

1. Candidates may substitute additional experience in administrative staff or professional work on a year-for-year basis for the required education.

2. Candidates may substitute additional graduate level education at an accredited college or university at the rate of 30 semester credit hours for each year of the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work that included the regular use of independent judgment and analysis in applying and interpreting complex administrative plans, policies, rules or regulations or analysis of operational programs or procedures with recommendations for improvement on a year-for-year basis for the required education and experience.  

SELECTIVE QUALIFICATIONS

One year of experience in demonstrating basic principals of accounting, budgeting, fiscal controls and/or statistics. 

DESIRED OR PREFERRED QUALIFICATIONS

-Experience collecting, interpreting and presenting budget/fiscal information  

-Experience with full cycle contract administration 

-Experience using FMIS

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

SPECIAL REQUIREMENTS

All candidates are subject to a background check against files maintained by the Division of Unemployment Insurance (DLLR/DUI) to determine whether any monies are owed to DLLR/DUI as a result of unemployment insurance overpayment and/or fraud. Any unpaid debt may have an impact on whether or not a candidate is offered employment.

BARGAINING UNIT STATUS

The incumbent in this position is a member of a covered bargaining unit and will be required to pay a bi-weekly service fee to the exclusive representative of the bargaining unit.
