Main Purpose of Job

The main purpose of the job is to instruct personnel in automotive inspection procedures and provide technical support regarding issues of vehicle inspection as regulated under COMAR, Title 11, Subtitle 14. In addition, the position provides training to MSP and allied agency personnel in the issuance of Safety Equipment Repair Orders and assists in the revision of COMAR regulations in the update of current vehicle inspection safety standards.

MINIMUM QUALIFICATIONS

Education: Possession of a Bachelor's degree from an accredited four-year college or university.

Experience: Three years of experience in administrative or professional work.

Notes:

1. Candidates may substitute additional experience in administrative staff or professional work on a year-for-year basis for the required education.

 2. Candidates may substitute additional graduate level education at an accredited college or university at the rate of 30 semester credit hours for each year of the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work that included the regular use of independent judgment and analysis in applying and interpreting complex administrative plans, policies, rules or regulations or analysis of operational programs or procedures with recommendations for improvement on a year-for-year basis for the required education and experience.  

DESIRED OR PREFERRED QUALIFICATIONS

1.  Experience developing, implementing and presenting training materials

2.  Experience with the issuance and certification of Safety Equipment Repair Orders as prescribed in the Maryland Motor Vehicle Law and COMAR

3.  Possess a strong knowledge regarding unique vehicle evaluations, automotive tools and equipment, COMAR and Maryland Transportation Article to instruct personnel in automotive inspection procedures

4.  Familiar with the Inspection System Data Base (ISDB) and the Maryland State Inspection System database (MSIS)

5.  Law enforcement (police) experience

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

SPECIAL REQUIREMENTS

Candidates for this position will be subject to a complete criminal background investigation to include a polygraph examination before a permanent appointment can be made.  A criminal conviction may be grounds for rejection of the candidate.

SELECTION PROCESS

The selection process for this recruitment will involve a review of each application.  Applicants who meet the minimum qualifications will be placed on an eligible list in the BEST, BETTER or QUALIFIED category.  The eligible list will be used by the hiring manager to select the individual to fill the vacancy.  The list will be valid for one year.
