Main Purpose of Job

The Business Operations Specialist is responsible for supporting the administration of Maryland Health Benefit Exchange Producer Authorization Program. This person will perform the operational review of applications submitted by producers (brokers) interested in selling health insurance plans offered on Maryland Health Connection (the Exchange). This person will perform follow up and outreach to producers regarding changes in policy, authorization status, training, and other critical communications. The Specialist is also charged with creating, administering, distributing, and updating various administrative, operational, technical, and financial reports relating to the authorization, training, renewal, payment, and sharing of producer data cross functional teams and across state agencies.

POSITION DUTIES

Review Producer Authorization Applications - Work with brokers to ensure that license is in good standing with the Maryland Insurance Administration.  Additionally, ensure all application information is received in order to start the authorization process by MHBE.

·          Notify producers of upcoming deadlines and authorization requirements

·         Notify producers when documents are missing or incomplete

·         Collect missing or incomplete information from the producers

·         Assist with developing training content

·         Track Authorization requirements and meet upcoming deadlines

 

Provide Producer Communications – Draft, edit, and disseminate essential communications to Authorized Producers and other stake holder partners

·         System Alerts

·         Policy Updates

·         Outreach Opportunities

·         Marketing, Training

·         New program initiatives

 

Producer Data Management – Provide sets of data regarding Authorized Producers to a range of stakeholders, capture and process changes to Producer data, perform statistical and operational analyses, maintain accurate records for partner agencies, particularly the Maryland Insurance Administrations.

MINIMUM QUALIFICATIONS

Education: Possession of a Bachelor's degree from an accredited four-year college or university.

Experience: Three years experience in administrative or professional work.

Notes:

1. Candidates may substitute additional experience in administrative staff or professional work on a year-for-year basis for the required education.

 2. Candidates may substitute additional graduate level education at an accredited college or university at the rate of 30 semester credit hours for each year of the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work that included the regular use of independent judgment and analysis in applying and interpreting complex administrative plans, policies, rules or regulations or analysis of operational programs or procedures with recommendations for improvement on a year-for-year basis for the required education and experience.  

DESIRED OR PREFERRED QUALIFICATIONS

1. High level of technological proficiency, including working with large datasets and in Excel.  Ability to learn new software applications quickly and with little training, and to work in a number of different software applications at once.

2. Excellent verbal and written communication skills with a focus on customer service oriented and problem solving communication.

3. The ability to work with a high degree of initiative and self-reliance and to coordinate tasks with other team members.

4. Knowledge of the Affordable Care Act and implementing regulations.

5. Experience in the health insurance industry.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.
