Main Purpose of Job

This position is responsible for the management and supervision of the Incident Reporting Section which includes the Citation Control Unit within the Central Records Division, Maryland State Police. The position is responsible for the overall establishment, formulation and coordination of all work procedures for the Section and Unit.

MINIMUM QUALIFICATIONS

Education: Possession of a bachelor's degree from an accredited four-year college or university.

Experience: Three years of experience in administrative or professional work.

Notes:

1. Candidates may substitute additional experience in administrative staff or professional work on a year-for-year basis for the required education.

 2. Candidates may substitute additional graduate level education at an accredited college or university at the rate of 30 semester credit hours for each year of the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work that included the regular independent judgment and analysis in applying and interpreting complex administrative plans, policies, rules or regulations or analysis of operational programs or procedures with recommendations for improvement on a year to year basis for the required education and experience.  

SELECTIVE QUALIFICATIONS

Experience:  One of the three years of the required administrative or professional experience must have been in data collection and statistical information.

DESIRED OR PREFERRED QUALIFICATIONS

1.  Experience working with criminal reports / crime data to include collection, maintenance and dissemination.

2.  Knowledge of the Maryland Uniform Crime Reporting (UCR) Program, FBI National UCR Program or the National Incident Based Reporting System

3.  Experience in Excel and MS Access

4.  Three years of supervisory experience

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

SPECIAL REQUIREMENTS

Candidates will be required to successfully complete a criminal background investigation before a permanent appointment can be made.  A criminal conviction may be grounds for rejection of the candidate.

SELECTION PROCESS

The selection for this process will involve a review of each application.  Applicants who meet the minimum and selective qualifications will be placed on an eligible list in the BEST, BETTER or QUALIFIED category.  The list will be used by the hiring manager to select the individual to fill the vacancy.  The list will be valid for one year.
