LOCATION OF POSITION

DHMH/Worcester County Health Department, Office of the Health Officer, Snow Hill, Maryland

Main Purpose of Job

This position will manage the Office of the Health Officer by staffing, coordinating work flow, tracking projects, establishing work plans, and creating time lines for all programs operated by the Health Department as well as by organizing an efficient operations system. This position will participate in the strategic planning process to create the plan and/or follow up with quarterly reports. This position also will assist the Health Officer and Director of Administration with monitoring and/or maintaining the Core Funding budget of the health department, conducting program services (including the development and execution of administrative policies), and procedures for programs, staff and health department operations. In addition, this position will also assist in the direction, management and oversight of the Human Resources department and the Administrative Core Coordination/Maryland Children's Health Insurance Programs of the Worcester County Health Department (WCHD). Must be able to work and travel to all sites of WCHD.

MINIMUM QUALIFICATIONS

Education: Possession of a bachelor's degree from an accredited four-year college or university.

Experience: Three years experience in administrative or professional work.

Notes:

1. Candidates may substitute additional experience in administrative staff or professional work on a year-for-year basis for the required education.

2. Candidates may substitute additional graduate level education at an accredited college or university at the rate of 30 semester credit hours for each year of the required experience. ***Applicants should submit an unofficial/official transcript or list the qualifying coursework on the application.***

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work that included the regular independent judgment and analysis in applying and interpreting complex administrative plans, policies, rules or regulations or analysis of operational programs or procedures with recommendations for improvement on a year to year basis for the required education and experience.

DESIRED OR PREFERRED QUALIFICATIONS

The ideal candidate will possess the following experience and/or knowledge:

  • experience working in the State of Maryland Personnel System (i.e. knowledge of state laws, rules, policies and regulations)
  • knowledge and oversight of the Administrative Care Coordination unit and/or Maryland Children's Health Insurance Program

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

BARGAINING UNIT STATUS

The incumbent in this position is a member of a covered bargaining unit and will be required to pay a bi-weekly service fee to the exclusive representative of the bargaining unit.
