Main Purpose of Job

The Department of Natural Resources (DNR), Maryland Park Service, is currently accepting applications for a long-term contractual position as a Veteran Conservation Corps (VCC) Crew Leader. The successful applicant will be responsible for working with and coordinating the work schedules and work assignments of a crew of four Conservation Corps members based out of Point Lookout State Park. The VCC performs park maintenance and repair of grounds, facilities, and equipment and is involved in natural resource management and maintenance activities within the park. The Crew Leader will report directly to and provide assistance to the assigned Park Ranger for the Veteran Conservation Corps. The Crew Leader provides advice, guidance and direction pertaining to work responsibilities, education and job training. The incumbent may be asked to make recommendations about work projects, education programs, project implementation techniques, jobs skills training, and life skills training. The selected candidate will meet with the Park Ranger, Park Manager and VCC headquarters staff in regard to the welfare of the crew and individual corps members. In the Park Ranger's absence, the Crew Leader will be responsible for public relations and the service component of the program within the community. Travel around the state will be necessary for projects and trainings and there will be mandatory overnight trips for up to a week at a time. This position will be responsible for assisting with the following functions: payroll forms, weekly reports, personnel reports, monthly calendar schedules, quarterly reports, tool inventory and vehicle forms.

Duties include but are not limited to the following:

• Lead and serve as a role model to a crew of 4 to 6 veterans
• Accept responsibility for any assigned equipment and vehicles
• Plan and implement daily schedules
• Teach job and life skills to corps members
• Coordinate community service projects with corps members and community leaders
• Submit weekly time cards, progress reports, statistics and other paperwork as required
• Speak to the public, community groups, school groups, organizations, and media to plan, develop and deliver programs

The selected candidate will be working outdoors in a variety of weather conditions and must be in good physical condition. Position will require working weekends and holidays. Candidate may be subject to call-in status. Applicants must have the ability to follow verbal and written instructions, work independently with limited supervision, communicate effectively orally and in writing, and must possess a strong desire to work with the public. Applicants must adhere to all State and Federal laws, safety regulations, and must understand and adhere to all park policies.

MINIMUM QUALIFICATIONS

For education obtained outside of the United States (U.S.), you will be required to provide proof of the equivalent American education as determined by a foreign credential evaluation service. If you possess a degree obtained outside of the U.S., please submit a detailed, course-by-course evaluation report from one of the U.S. equivalency evaluating members identified at http://www.naces.org/members.html with the application.

Education: A Bachelor’s degree from an accredited college or university in the field of park operations, recreation, education, business administration, forestry, social sciences or a natural resources related field.

Experience: None.

Notes:

1. Candidates may substitute experience in park management, recreation or a natural resources related field on a year-for-year basis for the required education.

2. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in management and program clerical and assistance classification or management and program clerical and assistance specialty codes in the general, administrative, clerical, and office services field of work on a year-for-year basis for the required experience. Mainly used for your trainee level in class series.    

DESIRED OR PREFERRED QUALIFICATIONS

Strong preference will be given to applicants that possess the following.  Include clear and specific information on your application regarding the qualification(s).

• Service in the U.S. Armed Forces and possession of a DD Form 214

• Ability to lift up to 20 pounds repeatedly and use hand tools (these are often heavy tools like pulaskis, sledge hammers and chainsaws, etc.)

• Possession of a valid driver’s license (not suspended, revoked or cancelled, or disqualified from driving)

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties that require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

Employees in this classification are subject to call-in and, therefore, will be required to provide the employing agency with a phone number where they can be reached.

BENEFITS

Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program (the Program), have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents.  As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.

Leave may be granted to a temporary/contractual employee who has worked 120 days in a 12 month period. This leave accrues at a rate of one hour for every 30 hours worked, not to exceed 40 hours per calendar year.
