Introduction

This is an agency specific recruitment that is limited to the Department of Labor, Licensing and Regulation (DLLR) employees working in the Office of Occupational and Professional Licensing.

Main Purpose of Job

This position is responsible for approving new applicants for licensure. This requires the employee to use independent judgment and analysis in applying and interpreting complex administrative policies and legal interpretations.

POSITION DUTIES

  • Approves or disapproves the original application of applicants, using independent judgment based on experience and knowledge of current laws and regulations.  Approves name changes, credit reports and other changes in license status.  Approves or disapproves the renewal applications of licensees who have had disciplinary actions in another State or who have had criminal convictions.  Approves or disapproves the applications of reciprocal applicants, post reciprocal licenses, agreements and information as required by real estate law.  The independent decisions are made using the knowledge of reciprocal laws and regulations from both Maryland and the applicant's original State of licensure.
  • Confers with departments/programs such as the Call Center, Centralized Payment Center, Office of the Attorney General and OIT.
  • Assist licensing supervisor in training staff and assure contractual employee has adequate work while supervisor is off.
  • Works with other staff in answering telephone calls and assisting walk-in customers.
  • Works with the Assistant Director and Executive Director to correct issues, problems, errors or complaints regarding the issuance of licenses when  Licensing supervisor is not available. 

MINIMUM QUALIFICATIONS

Education: Completion of 60 credit hours at an accredited college or university.

Experience: Two years of experience in administrative or professional work.

Notes:

1. Candidates may substitute experience as defined above at the rate of one year experience for 30 credit hours of education for up to 60 credit hours of the required education.

2. Candidates may substitute a Bachelor’s degree from an accredited college or university for the required education and experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a non-commissioned officer involving staff work requiring regular use of independent judgment and analysis in applying and interpreting rules and regulations in accordance with agency laws and policies on a year-for-year basis for the required education and experience.

DESIRED OR PREFERRED QUALIFICATIONS

The successful candidate should have knowledge and experience interpreting administrative policies and legal interpretations.  Excellent customer service experience.

LIMITATIONS ON SELECTION

Must be a current employee of the Department of labor, Licensing and Regulation within the Office of Occupational and Professional Licensing (O&P).

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

BARGAINING UNIT STATUS

The incumbent in this position is a member of a covered bargaining unit and will be required to pay a bi-weekly service fee to the exclusive representative of the bargaining unit.
