Main Purpose of Job

The Division of Recoveries and Financial Services (DRAFS) is the sole state agency responsible for operating third party liability programs through with other sources of payments for Medical Assistance recipient's health care are discovered, and monies spent on behalf of the recipient is recovered from sources allowed by federal or state law. Collections are approximately 12 million dollars annually. The main purpose of this position is to provide backup support to the Medical Care Program Supervisor by overseeing and training Medical Care Program Associates and front line support staff in the Estates, Liens & Trusts Unit to ensure smooth operations of the Unit and to act as a liaison between management and staff with public and private agencies. This position is also responsible for testifying in court hearings along with Division's Special Counsel as to the validity of an estate claim.

MINIMUM QUALIFICATIONS

Education: Completion of 60 credit hours at an accredited college or university.

Experience: Two years of experience in administrative or professional work.

Notes:

1. Candidates may substitute experience as defined above at the rate of one year experience for 30 credit hours of education for up to 60 credit hours of the required education.

2. Candidates may substitute a bachelor’s degree from an accredited college or university for the required education and experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a non-commissioned officer involving staff work requiring regular use of independent judgment and analysis in applying and interpreting rules and regulations in accordance with agency laws and policies on a year to year basis for the required education and experience.

DESIRED OR PREFERRED QUALIFICATIONS

Desired candidates will possess supervisory experience as well as experience with entitlement programs.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

BARGAINING UNIT STATUS

The incumbent in this position is a member of a covered bargaining unit and will be required to pay a bi-weekly service fee to the exclusive representative of the bargaining unit.
