LOCATION OF POSITION

Maryland Department of Agriculture headquarters - Annapolis, Maryland

Main Purpose of Job

Maintain all financial records for the Maryland Agricultural Land Preservation Foundation; provide regular and special reports on the status of the Foundation's accounts and pending offers; and act as the primary liaison with the Agency's Fiscal Office and with auditors from the Department of Legislative Services (DLS).

POSITION DUTIES

Easement Offer Processing - creates and maintains fiscal and tracking spreadsheets in coordination with the Asst. Attorney General of the Dept. of General Services; updates Foundation staff on pending offers, completed settlements and rejections, etc.; processes requests for settlement checks; identifies and tracks installment/lump sum payments; and collects, compiles and generates background material on properties for the Board of Public Works.

General Financial Recordkeeping - maintains financial records and related administrative files and fiscal books; prepares reports, tables and charts; verifies and reconciles monthly invoices; determines fund deposits/withdrawals; prepares fiscal year end reports; and assists the Executive Director in preparing the annual operating budget.

General Financial Processing - processes all invoices for operating expenses, office supplies, matching funds, easement settlement, etc.; prepares source documents to bill counties for Matching Funds; codes expense accounts, creates and tracks purchase orders; and obtains competitive bids for catering services, printed and photocopied material, etc. consistent with State procurement guidelines.

Public Relations and Publications - responds to questions about the program and its policies; and compiles tables and text for various publications.

MINIMUM QUALIFICATIONS

Education: Completion of 60 credit hours at an accredited college or university.

Experience: Two years of experience in administrative or professional work.

Notes:

1. Candidates may substitute experience as defined above at the rate of one year experience for 30 credit hours of education for up to 60 credit hours of the required education.

2. Candidates may substitute a bachelor’s degree from an accredited college or university for the required education and experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a non-commissioned officer involving staff work requiring regular use of independent judgment and analysis in applying and interpreting rules and regulations in accordance with agency laws and policies on a year to year basis for the required education and experience.

LIMITATIONS ON SELECTION

This position is open to current Maryland Department of Agriculture employees only.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

BARGAINING UNIT STATUS

The incumbent in this position is a member of a covered bargaining unit and will be required to pay a bi-weekly service fee to the exclusive representative of the bargaining unit.
