Main Purpose of Job

This position serves as the Refugee Mental Health Program Coordinator (RMHPC) for the Office of Immigrant Health (OIH) within the Infectious Disease Epidemiology and Outbreak Response Bureau (IDEORB). This position is responsible for overseeing, planning, implementing, coordinating, and evaluating refugee mental health programs for humanitarian immigrants living in the Baltimore Metropolitan Area (BMA) and Suburban Washington Metropolitan Area (SWMA). As part of the Maryland Refugee Health Program (MRHP), this position administers adjustment and other types of support groups; reviews and evaluates overseas medical paperwork for psychological conditions and makes recommendations for medical, psychological, and/or psychiatric referrals; develops culturally and linguistically appropriate adjustment support group curriculum and related educational materials; coordinates community outreach, staff development, and training; compiles and maintains a project database; tracks mental health screening and referral data; provides written reports; identifies additional resources to expand clients' access to mental health services through new and established partnerships; and provides support on other refugee health-related endeavors, as needed. This position provides technical assistance for state and local MRHP program staff and serves as the refugee mental health program liaison with federal, state, and local public and private health promotion entities. The incumbent also functions as the technical liaison/contract monitor on all programmatic aspects to several subcontractors ('sub-grantees') regarding refugee mental health screening, referrals, and group therapy and the implementation of their grant award programs. The RMHPC is also responsible for relevant reporting requirements to the Office of Refugee Resettlement (ORR) and the Maryland Office for Refugees and Asylees (MORA).

MINIMUM QUALIFICATIONS

Education: Determined by the Maryland State Board of Social Work Examiners under the licensing requirements for Social Workers.

Experience: None.

DESIRED OR PREFERRED QUALIFICATIONS

The successful applicant should have training and knowledge in graduate social casework principles, group work techniques, medical/psychiatric terminology, psychosocial determinants and consequences of various diseases and disabilities, effective communication techniques with those who have social or emotional problems, and individual/family/group behavioral patterns. The incumbent must also understand administrative procedures and educational techniques used in social work and have the ability to identify crisis situations and respond accordingly. The successful applicant should have experience as a social worker in a dynamic clinical setting and working with humanitarian immigrants and excellent oral and written skills for communicating with internal partners, external partners, and the public. Knowledge of U.S immigration policies is a plus.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

1. Candidates must be licensed as a Graduate Social Worker or Certified Social Worker by the Maryland State Board of Social Work Examiners prior to appointment to a position in State service. Applicants who do not have a license may also apply pending receipt of the required license. When the license is obtained, submit a copy to the Department of Health and Mental Hygiene Testing Unit.  A copy of your current license or license verification should accompany your application.

2. Candidates appointed to positions in this classification may be assigned duties which require the operation of an automobile. Employees assigned such duties will be required to possess an appropriate operator's license valid in the State of Maryland.

BARGAINING UNIT STATUS

The incumbent in this position is a member of a covered bargaining unit and will be required to pay a bi-weekly service fee to the exclusive representative of the bargaining unit.
