Introduction
This position will provide guidance/technical assistance, develop and conduct trainings, and monitor the performance of the Medicaid Supports Planning staff at the local Area Agencies on Aging (AAA) statewide. This position will ensure compliance with specific requirements of the Comprehensive Case Management and Supports Planning Services for Medicaid Long-Term Services and Supports Solicitation, and the policies and regulations for the Community First Choice (CFC), Community Options (CO) Waiver, Community Personal Assistance Services (CPAS), and Increased Community Services (ICS) programs.
Candidates should have knowledge of federal and State policies and regulations governing home and community-based programs and services.
Candidates should have strong organizational skills and be able function as a member of a team. This position requires the ability to multi-task and work well under pressure, have strong written and oral communications skills, intermediate proficiency in Microsoft Excel, and excellent interpersonal and customer service skills.
Statewide travel may be required.

POSITION DUTIES
Maintain a log of all inquiries and monitoring activities and document technical assistance provided, findings of non-compliance, and remediation efforts.
Monitor reports and inputs into a web-based tracking system to ensure compliance with relevant policies and procedures.
Perform site visits to provide technical assistance and training to supports planning staff.
Conduct annual onsite audits/reviews to ensure compliance with the requirements and applicable program policies and procedures.
Compile and submit a monthly report of technical assistance, training, and monitoring activities; and any finding(s) of non-compliance, requests for corrective actions, remediation efforts; note any trends and make recommendations for training and/or technical assistance.
Co-locate on a monthly basis at the Department of Health and Mental Hygiene for ongoing training related to the oversight and monitoring of supports planning and to gain an in-depth knowledge of the requirements, policies, and procedures of Medicaid home and community-based programs and services.
MINIMUM QUALIFICATIONS
Education: A bachelor’s degree from an accredited college or university.
Experience: Three years of experience in the administration of a human services program or experience conducting studies and analyses of programs, procedures, practices and organizations.
Notes:
1. Additional professional or technical experience in the administration of a human services program or experience conducting studies and analyses of programs, procedures, practices and organizations may be substituted on a year-for-year basis for the required education.
2. Education at the graduate level at an accredited college or university in a human services related field may be substituted at the rate of 30 semester hours per year for up to two years of the required experience.
3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Administrative Officer classifications and Administrative Officer specialty codes in the General, Administrative, Clerical, and Officer Services field of work on a year-for-year basis for the required experience and education.
DESIRED OR PREFERRED QUALIFICATIONS
Three (3) years of experience working in a long-term services and supports program.
One (1) year experience providing technical assistance and training. ·
One (1) year experience conducting oversight and monitoring activities.

BENEFITS
Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program (the Program), have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents. As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.
