Main Purpose of Job

The MAP Special Projects Manager oversees the development and implementation of key federal grants deliverables related to the Statewide Maryland Access Point/No Wrong Door infrastructure. The ideal candidate will manage the development, implementation, and operations of key federal projects and work in a team-based and collaborative environment to deliver holistic solutions. They will ensure that all project goals are accomplished according to federal and agency requirements.  Key tasks include:

Implementation of approved work plans for federal grants related to the integration of assistive technology program access into the NoWrongDoor/ADRC infrastructure.

Quality and performance assurance of work plan deliverables.

Monitoring, use, and compliance with federal budgets.

Data collection and evaluation of performance measures related to project goals.

Prepare narrative reports, technical documents, and other federal project reports in advance of submission. 

Ensure timely submission of such reports.

Provide recommendations for enhancements and changes to the NoWrongDoor/ADRC infrastructure to better align with consumer needs and federal requirements.  Assist with implementation of any approved enhancements.

Collaborate with key agency partners (e.g. Department of Human Resources, Department of Health & Mental Hygiene, etc.) as it relates to integration of access to key consumer services via the NoWrongDoor/ADRC system (e.g. respite care, assistive technology, caregiver services, etc.)    

Work with the MAP team to ensure streamlined operations at the State and local level.  Provide education and policy/technical guidance to local staff as necessary regarding changes and always ensure any changes are implemented via a process that includes stakeholder feedback and multi-agency collaboration.  ·        

Collaborate with and include the MAP Information and Assistance Program Manager, Maryland Department of Disabilities and related programs, and Department of Human Resources, and Department of Health and Mental Hygiene partners in the development and implementation of work plan tasks and goals.

Ensure inter-agency agreement obligations and deliverables are timely met and related fiscal issues are completed in partnership with internal department fiscal offices.

Perform other related duties as requested.

MINIMUM QUALIFICATIONS

Education: A bachelor’s degree from an accredited college or university.

Experience: Four years of experience in the administration of a human services program or experience conducting studies and analyses of programs, procedures, practices and organizations.

Notes:

1. Additional professional or technical experience in the administration of a human services program or experience conducting studies and analyses of programs, procedures, practices and organizations may be substituted on a year-for-year basis for the required education.

2. Education at the graduate level at an accredited college or university in a human services related field at may be substituted the rate of 30 semester hours per year for up to two years of the required experience.

3.  Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Administrative Officer classifications or Administrative Officer specialty codes in the General, Administrative, Clerical, and Office Services field of work on a year-for-year basis for the required experience and education.

DESIRED OR PREFERRED QUALIFICATIONS

1.  One year experience in home and community-based services, and NoWrongDoor/Aging and Disability Resource networks.

2.  One year experience in project management from development and implementation to data collection, quality assurance, and program evaluation/reporting.

3.  One year experience in grant management.

4.  Masters degree in Public Policy, Social Work, Business, or Law.

BENEFITS

Contractual employees who works for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program (the Program), have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents.  As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.
