Introduction

The Department of Labor, Licensing and Regulation (DLLR) is accepting applications from all qualified applicants for the position of Administrative Specialist II. This position is to assist the Director and professional staff in the Office of Fair Practices in automating the collection and analysis of varied DLLR personnel and service delivery data.

Main Purpose of Job

The main purpose of this position is to assist the Director and professional staff in the Department of Labor, Licensing and Regulation (DLLR) Office of Fair Practices in automating the collection and analysis of varied DLLR personnel and service delivery data. The position will also perform other duties relating to ensuring that policies, services and employment practices comply with federal and State laws and regulations governing nondiscrimination and equal opportunity.

POSITION DUTIES

Duties of this position include, but are not limited to:

  • Receive, establish and maintain files of forms, documents and data(paper and computer) from the Office of Administration, including but not limited to: training rosters, forms 601 and 604 personnel actions.

 

  • Create and maintain data bases and spreadsheets for various DLLR employees and service related statistics.  May provide assistance in the formulation and preparation of an department's budget, or portions of the budget.

 

  • Enter data from forms and documents into appropriate spreadsheets and/or databases.

 

  • Prepare and/or assist in the preparation of analyses of data collected.  This included but limited to preparation of related charts, graphs, logs and flow charts.

 

  • Prepare and/or assist in the preparation of various reports, including but not limited to: a quarterly staffing report; the Annual Equal Opportunity Report! Affirmative Action Plan; and any reports requested by the Director.

 

  • Assist in the preparation and maintenance of varied OFP technical assistance materials, including but not limited to Equal Employment Related Posters and policies.

 

  • Assist in the preparation of training, orientation and other informational materials. Assist in the presentation of other Cultural Diversity activities, including but not limited to: Black History Month, Hispanic heritage Month, Disability Awareness Month and Native American Heritage Month.
  • Assist in the presentation of all documentation related to the WIOAA Non Discrimination Plan and Work Place Accommodation Policies.

MINIMUM QUALIFICATIONS

Education: Completion of 60 credit hours at an accredited college or university.

Experience: One year of experience in administrative or professional work.

Notes:

1. Candidates may substitute experience as defined above for the required education at the rate of one year of experience for 30 credit hours, for up to 60 credit hours of required education.

2. Candidates may substitute 90 credit hours at an accredited college or university for the required education and experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a non-commissioned officer involving staff work requiring regular use of independent judgment and analysis in applying and interpreting rules and regulations in accordance with agency laws and policies on a year-for-year basis for the required education and experience.

DESIRED OR PREFERRED QUALIFICATIONS

Strong preference will be given to applicants that possess the following. Include clear and specific information on your application regarding the qualification(s).

Bachelor's Degree

Knowledge and/or experience in Title VII of Civil Rights Act and the ADA.

Knowledge and/or experience in Fair Practices in the Workplace.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

SPECIAL REQUIREMENTS

All candidates are subject to a background check against files maintained by the Division of Unemployment Insurance (DLLR/DUI) to determine whether any monies are owed to DLLR/DUI as a result of unemployment overpayment/fraud. Any unpaid debt may have an impact on whether or not a candidate is offered employment.

BARGAINING UNIT STATUS

The incumbent in this position is a member of a covered bargaining unit and will be required to pay a bi-weekly service fee to the exclusive representative of the bargaining unit.
