Main Purpose of Job

The Office of Governmental Affairs (OGA) analyzes health-related legislation and provides guidance so that MDH is in the best position to effectively participate in the legislative process. OGA communicates and promotes MDH's positions on bill during the legislative session in Annapolis. On average, 700 health-related bills are tracked and evaluated each session. OGA is seeking an administrative specialist for its legislative office in Annapolis for the duration of the 2018 legislative session (January 10 - April 9, 2018). This individual will make copies and submit all MDH testimony to the appropriate committees and the Governor's Legislative Office before bill hearings. They will also be responsible for signing in witnesses who will testify on behalf of MDH on various issues. The administrative specialist will make sure that the Director and Assistant Director are prepared for bill hearings and that relevant information is communicated to OGA staff who work in Baltimore. The individual will answer the phone and take messages, as well as, maintain files of all bills that MDH is tracking. They will also perform other duties as assigned by the Director or Assistant Director. This individual must be able to meet deadlines.

MINIMUM QUALIFICATIONS

Education: Completion of 60 credit hours at an accredited college or university.

Experience: One year of experience in administrative or professional work.

Notes:

1. Candidates may substitute experience as defined above for the required education at the rate of one year of experience for 30 credit hours, for up to 60 credit hours of required education.

2. Candidates may substitute 90 credit hours at an accredited college or university for the required education and experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a non-commissioned officer involving staff work requiring regular use of independent judgment and analysis in applying and interpreting rules and regulations in accordance with agency laws and policies on a year-for-year basis for the required education and experience.

DESIRED OR PREFERRED QUALIFICATIONS

The preferred candidate will have familiarity with the legislative process and/or experience with the Maryland General Assembly.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.
