Introduction

This is a position-specific recruitment for the Caroline County Department of Social Services. The Caroline County Department of Social Services is located on Maryland's Eastern Shore, approximately 70 miles east of and across the Bay Bridge from the Baltimore-Washington DC area.

Main Purpose of Job

This position functions as the Administrative Specialist for the In-Home Services Unit, which encompasses Services Intake, Consolidated Services and Family Preservation; and assists the agency attorney with filing court documents. In addition, this position also reports directly to the Assistant Director to coordinate effective integration of utilizing the Maryland State Data Base System (Maryland Child Electronic System Information Exchange - MD CHESSIE) throughout the services division, serving as the agencies MD CHESSIE Coordinator. In this position, there is regular use of independent judgment and analysis in applying and interpreting rules and regulations in accordance with agency laws and policy.

POSITION DUTIES

Serves as Maryland Child Electronic System Information Exchange (MD CHESSIE) Coordinator for Caroline County Department of Social Services. Participates in MD CHESSIE meetings to review current data system and participates in developing more effective methods of utilizing the system.

Prepares, collects and maintains accurate statistical reports and records for Child Welfare Services Division.

Develops special forms and summaries using a variety of records in order to secure complete and accurate information.

Provides trainings and support to maintain staff compliance in MD CHESSIE with case documentation requirements.

Provides administrative support to the In-Home Services Unit.

Assists supervisor in tracking case specific requirements according to policy for timeliness.

Maintains and completes program financial outcome reports according to State and Federal guidelines.

Provides assistance and support to agency attorney.

MINIMUM QUALIFICATIONS

Please describe in detail any job duties relating to the minimum qualifications stated and include any computer software experience (ex. MD CHESSIE, PowerPoint, Word, Excel, Access, etc.) used in each of the positions you held.

EDUCATION: Completion of 60 credit hours at an accredited college or university.

EXPERIENCE: One year of experience in administrative or professional work.

NOTES:

1. Candidates may substitute experience as defined above for the required education at the rate of one year of experience for 30 credit hours, for up to 60 credit hours of required education.

2. Candidates may substitute 90 credit hours at an accredited college or university for the required education and experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a non-commissioned officer involving staff work requiring regular use of independent judgment and analysis in applying and interpreting rules and regulations in accordance with agency laws and policies on a year to year basis for the required education and experience.

DESIRED OR PREFERRED QUALIFICATIONS

One or more years knowledge and use of Maryland Child Electronic System Information Exchange (MD Chessie).

One or more years knowledge and use of Microsoft Excel.

Knowledge of basic analytical principles and techniques.

Knowledge of basic statistical procedures and techniques.

Ability to establish and maintain effective working relationships in diverse working environment.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

BARGAINING UNIT STATUS

The incumbent in this position is a member of a covered bargaining unit and will be required to pay a bi-weekly service fee to the exclusive representative of the bargaining unit.
