Introduction

The Transportation Division of the Maryland Public Service Commission has a full-time contractual position available for an Administrative Investigator.  This position enforces the laws and regulations of the Commission concerning passenger for-hire transportation and taxicabs. Good communication skills, both oral and written, are required.

Main Purpose of Job

The main purpose of this position is the coordination of and participation in the enforcement and security efforts of the Commission's Transportation Division and assists in the scheduling of subordinate personnel. The position will be responsible for assisting the Director and Assistant Directors of Transportation in developing proactive enforcement and security plans and coordinating the Division's efforts in the execution of the plans. This position will include scheduling of Field Investigator personnel, processing and the investigation into complaints, assist in the citation process, and provide administrative duties as assigned for the Assistant Director of Transportation.

POSITION DUTIES

Prepare documents for enforcement activities (citations, testimony, etc.);

Data entry;

Investigate complaints form the public;

Prepare written reports;

Investigate passenger for-hire carriers (car, limousine, van, bus service and transportation network companies), including taxicabs, vehicles and drivers;

Serve as a liaison with law enforcement agencies;

Testify at Commission hearings

MINIMUM QUALIFICATIONS

Education:

Completion of 60 credit hours at an accredited college or university.

Experience:

One year of experience in administrative or professional work.

Notes:

1. Candidates may substitute experience as defined above for the required education at the rate of one year of experience for 30 credit hours, for up to 60 credit hours of required education.

2. Candidates may substitute 90 credit hours at an accredited college or university for the required education and experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a non-commissioned officer involving staff work requiring regular use of independent judgment and analysis in applying and interpreting rules and regulations in accordance with agency laws and policies on a year to year basis for the required education and experience.

DESIRED OR PREFERRED QUALIFICATIONS

The ideal candidate will possess the following.:

Customer Service Experience.

Experience in testifying in court settings.

Has Microsoft Word Experience.

Has experience in law enforcement  or investigation.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

BENEFITS

Contractual employees who works for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program (the Program), have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents.  As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.
