This office is approximately 55 miles north of Baltimore off of Interstate 95; the last exit before the Maryland/Delaware line. 

Main Purpose of Job

This position engages Temporary Cash Assistance (TCA) applicants and active TCA customers in appropriate work activities and monitors that participation in order to facilitate employment and self-sufficiency of welfare-to-work customers. This position will also establish initial and/or ongoing eligibility for the Child Care Subsidy Program.

POSITION DUTIES

Engages TCA applicants and active TCA customers in appropriate work activities through the use of interviews, the Family Independence Plan, and collaboration with other Family Investment staff, community groups, and businesses.

Monitors and documents customers engagement in work activities through the use of interviews, the Independence Plan, weekly contact including in person, on-site visits, time sheets and other documents, and collaboration and communication with other Work Opportunities and TCA staff, community groups and businesses.

Assesses TCA applicants and active TCA customers, initial and/or ongoing, for appropriate placements by interviewing customers, obtaining complete and accurate data, and collaborating with Work Opportunities staff to determine work program compliance and completing the Online Work Readiness Assessment (OWRA).

Creates and maintains complete and accurate case records, both written and electronic.

Instructs welfare-to-work customers in employability based training including but not limited to resume building, interviewing, communication techniques and styles, completion of applications, teamwork/cooperation, and conflict resolution.

Manages caseloads in accordance with current policies, procedures and timelines.

MINIMUM QUALIFICATIONS

Education: Completion of 60 credit hours at an accredited college or university.

Experience: None

Notes:  

1. Candidates may substitute one year of experience in administrative or professional work for the required education, at the rate of one year of experience for 30 credit hours, for up to 60 credit hours of the required education.

2. Candidates may substitute U.S. Armed Forces military service experience as a non-commissioned officer involving staff work requiring regular use of independent judgment and analysis in applying and interpreting rules and regulations in accordance with agency laws and policies  on a year-for-year basis for the required education.

DESIRED OR PREFERRED QUALIFICATIONS

The ideal candidate will possess the following:

  • Knowledge of welfare-to-work programs.
  • Interviewing techniques, and the Family Independence Plan.
  • Strong written and oral communication skills. 
  • Ability to work as part of a collaborative team member.

LIMITATIONS ON SELECTION

Limited to candidates willing to accept employment in Cecil County, Maryland.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

SELECTION PROCESS

BENEFITS

Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program (the Program), have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents.  As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.

Leave may be granted to a temporary/contractual employee who has worked 120 days in a 12 month period. This leave accrues at a rate of one hour for every 30 hours worked, not to exceed 40 hours per calendar year.
