Main Purpose of Job

The main purpose of this position is to perform professional work in the field of health and planning within the Maryland Department of Health's Developmental Disabilities Administration (DDA). This employee receives managerial direction from the Director of Programs and is responsible for independently performing work which facilitates provider application process, enrollment, and approval process to provide services within the DDA. This employee will also assist with individuals' eligibility for DDA funded supports and services. This employee plans, develops processes and exercises general direction regarding provider enrollment performed by regional staff and Low Intensity Support and Services (LISS) evaluation processes performed by DDA contractors. The work of this position requires considerable contact with DDA's Director, managers, regional staff, LISS providers, state officials, licensed and non-licensed providers, recipients of services, and their families. This employee generally does not supervise staff, but provides guidance and training on implementation of agency policies and regulatory requirements. The successful candidate will have experience working with individuals with ID.

MINIMUM QUALIFICATIONS

Education: Possession of a bachelor’s degree from an accredited college or university in nursing, social work, psychology, education, counseling, or a related field.

Experience: Six years professional experience in health services, three of which must have been in professional work related to treatment and development of developmentally disabled clients, and three of which must have been at the managerial or supervisory level.

Notes: 1. Applicants may substitute a master’s or Doctoral degree in a health or human services field for up to two years of the required general experience.

2. A bachelor’s degree from an accredited college or university in another field plus an additional year of professional experience in health services may be substituted for the specific degree.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Health Care Administration classifications or Health Services Administration specialty codes in the health related field of work on a year-for-year basis for the required experience and education.

SELECTIVE QUALIFICATIONS

The selected candidate will have five years experience interpreting regulatory requirements governing services to individuals with Intellectual or Developmental Disabilities and three years experience participating in or administering informal and formal hearings for LISS appeals.

DESIRED OR PREFERRED QUALIFICATIONS

The desired candidate should have experience working with individuals with Intellectual or Developmental Disabilities.

BENEFITS

Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program (the Program), have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents.  As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.
