Main Purpose of Job
This position is responsible for implementing the State's Child Welfare Continuous Quality Improvement (CQI) process for the 24 Local Department's of Social Services (LDSS) within the Department of Human Services, Social Services Administration. The CQI Analyst ensures that local departments provide effective services to children and families which result in positive outcomes such as: child safety, well-being, and permanency; conducts program evaluation of the local departments child welfare programs to include: analyzing performance and outcome data, conducting case reviews, interviewing children, families, and community stakeholders, and providing consultation on strategies to improve child welfare practice, performance, and outcomes; provides consultation and technical assistance to LDSS on child welfare practice; and conducts analysis of data from the Maryland Children Electronic Social Service Information Exchange (MD CHESSIE), other data sources.
This position requires expert knowledge of child welfare policies, regulations, laws, and best practices which is essential in evaluating child welfare practice, performance, and outcomes, and provides consultation on CQI to the Office of Adult Services; and requires overnight travel up to 40% to the LDSS.
Participates in planning, preparing for and conducting case reviews and focus groups in local LDSS office utilizing Maryland's (MD) CQI process and applicable Children's Bureau, The Child and Family Services Reviews (CFSRs) standards.
Contributes to developing final reports on LDSS performance consistent with MD's CQI process, co-developing improvement plans with LDSS that address performance issues consistent with MD's strategic direction, and monitoring and providing technical assistance for improved performance in collaboration with Social Services Administration (SSA) program managers.
Partners with SSA Research and Evaluation and Workforce Development staff, Temporary Assistant (TA) partners, and the Child Welfare Training Academy to support staff data literacy and ability to carry out evidence-driven decision-making by LDSS staff and central office leadership to drive outcomes improvement.
Supports the provision and interpretation of user-friendly, actionable process and outcomes data to fuel CQI processes at all levels of child welfare practice and administration.
Actively participates and contributes to ongoing efforts to enhance current CQI processes to drive evidence-driven decision-making within LDSS and by SSA.
Partners with key internal and external stakeholders to carry out assessments of the current CQI processes, systems, and tools.
Assists in planning and implementing identified changes to the CQI processes, system supports, tools, methodology, and staffing; and other related duties as assigned.

Education: A bachelor’s degree from an accredited college or university.
Experience: Five years of experience in the administration of a human services program or experience conducting studies and analyses of programs, procedures, practices and organizations.
1. Additional professional or technical experience in the administration of a human services program or experience conducting studies and analyses of programs, procedures, practices and organizations may be substituted on a year-for-year basis for the required education.
2. Education at the graduate level at an accredited college or university in a human services related field may be substituted the rate of 30 semester hours per year for up to two years of the required experience.

Two years of the required minimum experience must have been in case management for a public or private child welfare agency.
Two years of the required minimum experience must have been in a public (Federal, State, or Local Government) human services program providing data analysis, program evaluation, or program management for a program closely related to the child welfare population.
DESIRED OR PREFERRED QUALIFICATIONS

The ideal candidate will possess the following:
1. One year of experience implementing continuous quality improvement processes in a human services environment.
2. One year of experience proficient in MD CHESSIE, Statewide Automated Child Welfare Information System (SACWIS), and qualitative and quantitative data analysis.
3. One year of experience analyzing performance, outcome data, and case reviews.
4. One year of demonstrated experience proficient in Microsoft Office Software, (Word, Excel, Powerpoint etc).
5. Priority setting, time management, and problem solving experience.
