Main Purpose of Job

This position assists the Employment Team Case Managers and the local department in achieving Federal and State work program requirements. This position is responsible for the interpretation and application of work program procedures established by both Federal and State governments. This position analyzes data, work plans, and employment goals. Position is responsible for placing customers in job readiness and employment activities. The position enters, monitors, and reviews work information entered into WORKS and CARES and ensures information is accurate in both systems.

POSITION DUTIES

Meets with customers that are required to be in a work activity within 2 weeks of application.  Requires meeting with customers at the office and community settings which include the following: customer's home, place of employment, or a mutually agreed location. Reviews independence plan and Job Readiness Assessment with customers.  Narrates all actions clearly in CARES. Builds relationships with customers and supports team goals by contacting customers to ensure they are successful in their employment efforts.  Reviews Temporary Cash Assistance (TCA) cases in Client Automated Resource and Eligibility System (CARES) and in WORKS to ensure cases have been coded accurately.  Works collaboratively with community partners and vendors. Participates in Employment Team meetings and presents cases for staffing.  Responsible for on-call emergency shelter management duties, when necessary. Serves on Strategic Planning Quality Improvement Committee.

MINIMUM QUALIFICATIONS

Education: A Bachelor’s degree from an accredited college or university.

Experience: One year of experience in the administration of a human services program or experience conducting studies and analyses of programs, procedures, practices and organizations.

1. Additional professional or technical experience in the administration of a human services program or experience conducting studies and analyses of programs, procedures, practices and organizations may be substituted on a year-for-year basis for the required education.

2. Applicants may substitute education at the graduate level at an accredited college or university in a human services related field at the rate of 30 semester hours per year for the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Administrative Officer classification or Administrative Office specialty codes in the General, Administrative, Clerical and Office Services field of work on a year-for-year basis for the required experience and education.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.

BENEFITS

Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program (the Program), have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents.  As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.

Leave may be granted to a temporary/contractual employee who has worked 120 days in a 12 month period.  This leave accrues at a rate of one hour for every 30 hours worked, not to exceed 40 hours per calendar year.
