This is a position specific recruitment for the Charles County Board of Elections. The resulting eligible list will be used to fill this position/vacancy only. Persons interested in future vacancies in the Election Data Application Specialist II classification will need to reapply.

Main Purpose of Job

Verify voter registration through the complete process of checking for duplications through the statewide database and proofreading reports. Ensuring new registrations are HAVA compliant and meet the qualifications of COMAR.

POSITION DUTIES

Data verification for voter registration. Verify output data, daily use of microcomputer systems to assist in the voter registration process by verification of previous registration, and determination of ID requirements by mail in registrants for HAVA compliance;

Apply knowledge of the National Voter Registration Act, Help America Vote Act, Election Law of the Annotated Code of Maryland, COMAR, and the Federal Voting Assistance Program to implement, manage, and revise all phases of voting policies and procedures in order to perform essential job duties;

Process public inquires accurately and timely in conjunction with all statistical data via email, mail, or in person, as well as all election related inquires;

Ability to analyze data logically and exercise sound judgment in defining and evaluating problems of an operational or procedural nature;

Answer phone and greet the public. Assist the public as needed for voter registration or absentee voting. Direct calls and support staff as needed;

Absentee Ballots Processing: Process absentee applications and determine eligibility for absentee status. Verify incoming and outgoing ballots and reporting of ballots;

Assist and direct Election Day inquires and/or problems;

Perform any other duties as assigned by the Director or Deputy Director.

MINIMUM QUALIFICATIONS

Education: Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: One year of experience in the operation of data entry devices.

Notes:

1. Specialized, documented training in data processing may substitute for six months of the required experience.

2. General clerical experience may substitute on a year-for-year basis for the required education. General clerical experience is defined as work performing a variety of clerical duties which are clear-cut and typically found in office settings, such as filing, copying, posting data and directing telephone calls.

3. Candidates may substitute U.S. Armed Forces military service experience as a non-commissioned officer in Computer Clerk and Assistant classifications or Computer Clerk and Assistant specialty codes in the General, Administrative, Clerical, and Office Services field of work on a year-for-year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

Experience operating data entry devices in a local election office during a presidential or gubernatorial election in the State of Maryland;

Experience interacting with the general public and co-workers;

Strong proofreading skills.

LIMITATIONS ON SELECTION

Limited to candidates willing to accept employment in Charles County, La Plata, MD.

SPECIAL REQUIREMENTS

1. Employees in this classification are required to be registered voters in the State of Maryland in accordance with the Election Law Article, Section 2-207(d).

2. Employees in this classification may not hold or be a candidate for any elective public or political party office or any other office created under the Constitution or laws of this State in accordance with the Election Law Article, Section 2-301(b).
