Main Purpose of Job

This recruitment is for two positions:

    1.) The Behavioral Health Administration is mandated to respond to the court orders which commit defendants to the Department for the purpose of evaluation to determine their need for and amenability to substance abuse treatment.(HG8-505) and their placement for monitoring in appropriate substance abuse treatment programs (HG 8-507). This position within the Justice Services Section of the Behavioral Health Administration (BHA) is responsible for the clearance status for all defendants within the criminal justice system that have a HG 8-505 and HG 8-507 court order. This includes multiple collaboration and networking with Department of Public Safety and Correctional Services (DPSCS) and all 24 local detention centers. These position responsibility duties are time sensitive due to the Maryland legislative statue of seven days to meet compliance and efficiently inform Judiciary of the defendants' clearance status. This position also conducts substance evaluations with the DPSCS. In order to perform the duties of this position, staff must be knowledgeable of American Society of Addicted Medicine (ASAM) criteria and be licensed by the Maryland Board of Professional Counselors and Therapist.

    2.) The Coordinator for Behavioral Health Evaluations is a professional level position within the Office of Forensic Services. This individual is required to respond to all HG 8-505 court orders which commit defendants to the Maryland Department of Health (MDH) for the purpose of participating in an evaluation to determine their need for and amenability for substance abuse treatment. The primary function of this position is to coordinate with the judiciary, monitor the defendant evaluation process and track treatment placement so as to maintain proper documentation of the HG 8-505 process. This position's duties are critical to the operation of the Justices Services Section. Behavioral Health Evaluation Reports, defendant clearance surveys, and other time sensitive documentation requested must be provided to the Judiciary, State's Attorney Office, Office of the Public Defender, private attorney, local health departments etc. within prescribed time frames. To perform the duties of this position, staff must be knowledgeable of the American Society of Addicted Medicine criteria and be licensed by the Maryland Board of Professional Counselors and Therapist.

MINIMUM QUALIFICATIONS

Education:    Possession of a bachelor’s degree from an accredited college or university in nursing, social work, psychology, education, counseling or a related field.

Experience:  Five years of professional experience in health services, two years of which must have been in the option for which application is made.

NOTES: 

1.  Applicants may substitute a master’s degree from an accredited college or university in a health or human service field for one year of the required general experience.

2.  Experience in the option must be as follows: professional work related to treatment and services for persons with alcohol or other substance abuse addiction.

3.  A bachelor’s degree from an accredited college or university in another field plus one additional year of professional experience in health services may be substituted for the specific degree.

4.  Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Health Care Administration classifications or Civil Affairs Specialist specialty codes in the health related field of work on a year-for-year basis for the required experience and education.

DESIRED OR PREFERRED QUALIFICATIONS

The successful applicants must be knowledgeable of the American Society of Addicted Medicine criteria and licensed by the Maryland Board of Professional Counselors and Therapist.

BENEFITS

Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program (the Program), have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents.  As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.
