Main Purpose of Job

The Behavioral Health Administration (BHA) is mandated to respond to court orders which commit defendants in the criminal justice system to the Department of Health and Mental Hygiene (DHMH) for the purpose of evaluation to determine their need and amenability for substance abuse treatment and/or commitment (Health General - HG).

The main purpose of this position is to receive and review all HG 8-507 court orders and to review the HG 8-505 court ordered evaluation prior to placement to ensure that the defendants are placed into treatment according to the American Society of Addicted Medicine levels of care. This position will also facilitate the admission of defendants within the criminal justice population and for those defendants who meet the guidelines of both public health and public safety. The responsibilities of this position require developing time sensitive correspondence to ensure the Judiciary, State's Attorney Office and the Office of the Public Defender/private attorney are efficiently informed regarding the status of a case. The BHA is legislatively mandated to coordinate the HG 8-505 and 8-507 court orders.

MINIMUM QUALIFICATIONS

Education: Possession of a Bachelor’s degree from an accredited college or university in Nursing, Social Work, Psychology, Education, Counseling or a related field.

Experience: Five years of professional experience in health services, two years of which must have been professional work related to treatment and services for persons with alcohol or other substance abuse addiction.

Notes:

1. Applicants may substitute a Master’s degree from an accredited college or university in a health or human service field for one year of the required general experience.

2. A Bachelor’s degree from an accredited college or university in another field plus one additional year of professional experience in health services may be substituted for the specific degree.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Health Care Administration classifications or Civil Affairs Specialist specialty codes in the health related field of work on a year-for-year basis for the required experience and education.

DESIRED OR PREFERRED QUALIFICATIONS

The preferred candidate will possess any of the following:

  • previous experience providing case management services to individuals who are involved with the criminal justice system
  • current certification/license issued the Maryland Board of Professional Counselors as an Alcohol/Drug Counselor (any level)
  • proficient in using Microsoft Office

BARGAINING UNIT STATUS

The incumbent in this position is a member of a covered bargaining unit and will be required to pay a bi-weekly service fee to the exclusive representative of the bargaining unit.
